No contexto de uma séria crise econômica no Brasil, onde é necessário diminuir os gastos em todos os serviços públicos, tem sido criada legislação que direciona a realização da terceirização como recurso para reduzir custos para a gestão pública. Considerando que o setor da Educação, Saúde e Assistência Social são as funções onde mais se gasta, é importante verificar se de fato tal solução é a mais adequada, e se a opção de terceirização não irá facilitar a redução da qualidade dos serviços ofertados à sociedade.
Simultaneamente, o Instituto Federal de Educação, Ciência e Tecnologia do Triângulo Mineiro – Campus Uberlândia (IFTM – Campus Uberlândia), que atualmente possui estrutura completa de motoristas e veículos, por questões de aposentadoria dos servidores e obsolescência dos veículos vem equacionando a possibilidade da terceirização de pelo menos parte dos transportes. Aproveitando tal fato, a presente pesquisa teve como propósito estudar o processo da terceirização e sob quais aspectos da gestão refletem, para uma melhor compreensão das suas vantagens e desvantagens e, a partir disto, contribuir na decisão sobre terceirizar (ou não) os serviços permitidos por lei.
O estudo segue uma metodologia qualitativa e interpretativa, com um design de estudo de caso realizado no setor de transportes do IFTM - Campus Uberlândia e analisadas as vantagens e desvantagens da terceirização dos transportes e sua relação ao eficiente custo oportunidade. Esta unidade pesquisada serviu de laboratório na compreensão sobre a terceirização na administração pública de instituições escolares e se o atendimento da legislação que direciona a realização da terceirização de determinados serviços é a melhor alternativa, tendo em vista o cenário de crise que o Brasil tem enfrentado.
Os resultados desta investigação apontam que a terceirização não é a solução mais econômica e dado o contexto de crise no Brasil não é a melhor opção para a atualidade. Por outro lado, aponta também que se houver o devido planejamento, controlo, análise do custo oportunidade e a necessária fiscalização na execução dos serviços, pode trazer benefícios a gestão pública.
In the context of a serious economic crisis in Brazil, where it is necessary to reduce spending in all public services, legislation has been created that directs outsourcing as a resource to reduce costs for public management. Considering that the education, health and social assistance sector is the most used functions, it is important to verify if this solution is in fact the most adequate, and if the option of outsourcing will not facilitate the reduction of the quality of the services offered to society. Simultaneously, the Federal Institute of Education, Science and Technology of the Triângulo Mineiro - Campus Uberlândia (IFTM - Campus Uberlândia), which currently has a complete structure of drivers and vehicles, but for reasons of retirement of the servers and obsolescence of the vehicles has been equating the possibility of Outsourcing of at least part of transport. Taking advantage of this fact, the purpose of this research was to study the process of outsourcing and under what aspects of management reflect, for a better understanding of its advantages and disadvantages and, from this, to contribute in the decision on outsourcing (or not) the permitted services By law. The study follows a qualitative and interpretive methodology, with a case study design carried out in the transport sector of the IFTM - Campus Uberlândia and analyzed the advantages and disadvantages of the outsourcing of transport and its relation to the efficient cost opportunity. This research unit served as a laboratory in the understanding of outsourcing in the public administration of school institutions and if compliance with the legislation that directs the outsourcing of certain services is the best alternative, given the crisis scenario that Brazil has faced. The results of this investigation point out that outsourcing is not the most economical solution and given the context of crisis in Brazil is not the best option for the present. On the other hand, it also points out that if there is due planning, control, opportunity cost analysis and the necessary supervision in the execution of services, it can bring benefits to public management.
