O presente relatório descreve as atividades desenvolvidas durante as 400 horas de estágio na Divisão de Gestão Financeira da Comissão de Coordenação e Desenvolvimento Regional do Norte, I.P.
O tema central do documento foca-se nas fases do ciclo da despesa pública, articulando a teoria da contabilidade pública com a sua execução prática. O relatório explora o enquadramento do Sistema de Normalização Contabilística para as Administrações Públicas, destacando a Norma Contabilística Pública 26 e o papel disciplinador da Lei dos Compromissos e dos Pagamentos em Atraso.
A nível prático, são detalhadas as tarefas diárias executadas no software Cegid Primavera, que incluíram alterações orçamentais, reconciliações bancárias, retificações de faturas e passagem/anulação de saldos. Para consolidar a análise, é apresentado um estudo de caso prático sobre um contrato plurianual de manutenção de um elevador da instituição. Este caso ilustra detalhadamente o processamento sequencial de todas as fases da despesa no sistema.
A experiência permitiu compreender a complexidade e o rigor inerentes à gestão financeira pública, consolidando a transição do conhecimento académico para a realidade profissional. This report describes the activities carried out during the 400 hours internship at the Financial Management Division of the Comissão de Coordenação e Desenvolvimento Regional do Norte, I.P. The central theme of the document focuses on the phases of the public costs cycle, articulating the theory of public accounting with its practical execution. The report explores the framework of the Accounting Standardization System for Public Administrations, highlighting Public Accounting Standard 26 and the disciplinary role of the Law on Commitments and Late Payments. At a practical level, the daily tasks performed in the Cegid Primavera software are detailed, which included budget changes, bank reconciliations, invoice corrections, and balance transfers/ cancellations. To consolidate the analysis, a practical case study is presented on a multi-year elevator maintenance contract of the institution. This case illustrates in detail the sequential processing of all expenditure phases in the system. The experience allowed for an understanding of the complexity and rigor inherent in public financial management, consolidating the transition from academic knowledge to professional reality. This experience constitutes an essential pillar in preparing for the job market, providing the intern with a critical perspective and practical skills that will be a huge added value to the future career in public management.
