Abstract(s)
O sistema de GRH assume um papel importante no cumprimento da missão e dos objetivos das
organizações. Tal requer que a função RH foque maior atenção no desenvolvimento coerente de
práticas de GRH orientadas para a performance organizacional (Martins & Silva, 2013). No quadro
destas preocupações com a importância do sistema de Gestão de Recursos Humanos das
organizações atuais, levámos a cabo um estudo de caso, no contexto português, visando
compreender a pertinência de implementar um sistema de Gestão de Recursos Humanos.
Este trabalho tem como objetivo intervir na área de Recursos Humanos de uma IPSS. Para o efeito
foi desenvolvido um projeto de intervenção em Recursos Humanos. Foi neste contexto que
identificamos o Centro Social e Paroquial de S. Martinho de Brufe para a sua realização.
Considerando as exigências definidas pelo Modelo de Avaliação da Qualidade das Respostas Sociais
(MAQRS) procedeu-se ao diagnóstico da IPSS em estudo. Seguiu-se a configuração exata da
potencialidade identificada, o planeamento estratégico e operacional da estratégia. A fase seguinte
envolveu a implementação do projeto. Terminamos com a avaliação e apresentação das respetivas
medidas necessárias para concretizar a finalidade a que nos propusemos, isto é, garantir que o
Centro Social e Paroquial de S. Martinho de Brufe cumpre todos os requisitos do Critério 2 –
Pessoas, do Modelo de Avaliação da Qualidade das Respostas Sociais (MAQRS), do Instituto da
Segurança Social para submeter com êxito o processo de certificação.
O presente estudo empírico pretende dar um contributo para a teoria e para a prática da GRH em
Portugal e, especificamente, nas IPSS.
The system of Human Resources Management assumes an important role in achieving of mission and objectives of organisations. This requires from the human resources management function a deeper attention on coherent development of human resources management practices oriented for organisational performance (Martins & Silva, 2013). Within these concerns related to the importance of human resources management system of current organisations, a study was developed, within the Portuguese context, aiming at understanding the relevance to implement a human resources management system. This study has as main objective to intervene on human resources management area of one nonprofit organisation. For this purpose we identified the Social Center of S. Martinho de Brufe to conduct this study. Considering the requirements defined by the Assessment’s Quality Model of Social Responses (AQMSR) – Modelo de Avaliação da Qualidade das Respostas Sociais (MAQRS) – we have proceeded with the diagnosis of the HRS, followed by the exact configuration of the identified potentiality, the strategic planning and operational strategy. The following step was the implementation of the project. We finished with the appraisal and definition of necessary measures to achieve the aim we sought after, meaning the goal of the project to ensure that the Social Center of S. Martinho de Brufe complies with all the requirements of the “2nd Criterion - People” of the AQMSR, set by the Social Security Institute, in order to successfully submit the certification process. This empirical study intends to give a contribution for theory and practical of Human Resources Management in Portugal and, especially, on nonprofit organisations.
