Abstract(s)
O objetivo deste trabalho é oferecer uma nova perspetiva na resolução de
problemas e na tomada de decisões dentro da Administração Pública Portuguesa (APP).
Embora a Administração Pública Portuguesa tenha sido objeto de grandes mudanças nos
últimos anos, ainda enfrenta desafios significativos quer à pequena, quer à grande escala,
ao resolver problemas de forma eficaz e eficiente. Ao basear-se numa análise teórico prática que parte da definição da palavra “problema” até à recolha de dados de
funcionários públicos, a investigação centra-se na identificação de necessidades da APP
na resolução de problemas e tomada de decisões, considerando a sua estrutura,
organização, desafios e oportunidades atuais. Deste modo, são desenvolvidas propostas
inovadoras cujo propósito último é otimizar os mecanismos atualmente em uso para a
resolução de problemas e adaptar as soluções a cada contexto específico, tendo
igualmente em consideração uma pluralidade de fatores, nomeadamente a da inteligência
emocional. Além de serem um elemento central na investigação, os resultados obtidos
através dos inquéritos a funcionários públicos proporcionam uma perspetiva funcional e
direta sobre quais são os desafios enfrentados no seu ambiente laboral, sendo dessa forma
possível analisar e avaliar a relevância e aplicabilidade das metodologias propostas. A
investigação desvenda como a adaptação e a aplicabilidade das novas metodologias
apresentadas conduzem a uma melhor resolução de problemas e a uma mais efetiva
tomada de decisões dentro da APP.
The aim of this work is to bring a new perspective to problem-solving and decision-making within the Portuguese Public Administration. It is true that in recent years the Portuguese Public Administration has experienced major changes; however, there are still challenges on both a small and large scale that it faces when it comes to solving problems effectively and efficiently. Based on a theoretical-practical analysis ranging from the definition of the word "problem" to the collection of data from civil servants, the research focuses on identifying the needs of the Portuguese Public Administration in problem-solving and decision-making, considering its structure, organization, current challenges, and opportunities. In this way, innovative proposals are developed whose purpose is to optimize the mechanisms currently used to solve problems and adapt the solutions to each specific context, considering the plurality of factors, among which emotional intelligence stands out. The results of the surveys of civil servants, as well as being a central element in the research, provide a functional and direct perspective on the challenges faced in their working environment, making it possible to analyze and assess the relevance and applicability of the proposed methodologies. The research reveals how the adaptation and applicability of the new methodologies presented lead to better problem-solving and more effective decision-making within the Portuguese Public Administration.
