Os centros antigos das cidades sofrem com a deterioração e degradação devido ao processo migratório
da elite para áreas periféricas em busca de imóveis mais tecnológicos e modernos movidos pela revolução
industrial. Porém os centros das cidades não foram deixados totalmente de lado pelos governos. Com
isso, muitas cidades vêm criando programas de incentivo para que se atraia investimento. Na cidade
portuguesa do Porto, o plano de revitalização do centro, inclusive do centro histórico que é patrimônio
mundial, está em andamento com resultados satisfatórios quando analisados os investimentos realizados
e as novas oportunidades criadas, além do centro estar menos degradado. Neste trabalho foram
analisadas as metas, estratégias, incentivos e os resultados dessa intervenção, fazendo um estudo de caso
paralelo com as intervenções realizadas no centro da cidade de São Paulo. Foi realizado ainda um paralelo
com outra cidade europeia que utilizou a mesma abordagem de Porto, a cidade de Barcelona, além de
abordagens norte-americanas. Além de mostrando que um projeto inter relacionando projetos de
reabilitações com estratégias voltadas para o espaço público.
The old city centers suffers with deterioration and degradation thanks to a migration process of the elite to suburban areas in search of more technological and modern buildings motivated by the industrial revolution. However, the city centers wasn’t totally abandoned by the governments. Therefore, some cities created some incentive programs to attract investments. In Porto, a Portuguese city, the revitalization plan of the center, including the historical center, which is a world heritage, is in progress, with satisfactory results when analyzed the investments that were used and the new opportunities that were created, and the center is less depredated. Thus, the goals, strategies, incentives and results of this intervention were analyzed, in this essay, in parallel with the interventions that occurred in São Paulo, with suggestions of possible changes in the Sao Paulo’s approach, with some examples that were used in Porto. By making a historical parallel of São Paulo with another European city that used the same approach as Porto, the city of Barcelona. Along with the North American incentives. Showing a project relating inter rehabilitations with strategies facing the public space.
