Abstract(s)
O presente estudo de projeto teve como objetivo principal o estudo da aplicabilidade das medidas de autoproteção (MAP) previstas na Regulamentação de Segurança Contra Incêndio em Edifícios (SCIE), em recinto industrial, no contexto da Estação de Tratamento de Águas Residuais de Fornos, Castelo de Paiva. O mesmo fundamenta-se no facto de se considerar que as MAP são um instrumento fundamental para a garantia da segurança das pessoas e equipamentos.
Com vista à concretização do objetivo principal foi tida em consideração, numa primeira fase do estudo, a especificidade do setor de atividade abordado e o perigo que o mesmo representa, analisando-se o mesmo no âmbito de um estudo de caso. Com essa finalidade foi desenvolvida e aplicada uma check-list para verificação do Regulamento Técnico - SCIE, através da qual se visou aferir as condições existentes “in loco”, tendo por base a legislação aplicável em termos de segurança contra incêndios.
No decurso da aplicação desta ferramenta de verificação ao edifício em estudo, foram detetadas duas não conformidades legais, nomeadamente a falta de portas corta-fogo e a inexistência de vias de acesso horizontais que permitam manobras de inversão de marcha a carros de combate a incêndio, em caso de socorro e emergência. Também no seguimento do presente, foi desenvolvido um Plano de Segurança Interno (PSI), com a descrição das MAP aplicáveis ao tipo de edificação em estudo, para se dotar este de um nível de segurança mais eficaz, tendo em consideração a necessidade de se conhecer e rotinar procedimentos de autoproteção e a adoção dos procedimentos de segurança.
Face ao exposto, conclui-se que a ETAR na sua generalidade cumpre com os requisitos legais aplicáveis à SCIE. No entanto, recomenda-se como melhoria futura a implementação efetiva do PSI proposto e a regularização das não conformidades detetadas.
The present study had as its main objective the study of the applicability of the self-protection measures foreseen in the Safety and Health Regulations (SCIE) applied in the context of the Waste Water Treatment Plant at Fornos, Castelo de Paiva. The study is based on the fact that Self-Protection Measures are considered a fundamental instrument for guaranteeing the safety of people and equipment. In order to achieve these objectives, the specificity danger that this sector of activity represents were taken into account in a first phase of the study, in whereupon we carry on a Case Study. In the second step of the investigation, and with the same purpose, we created and applied a checklist for the verification of the Technical Regulation (SCIE). Through this instrument we verified the existing conditions, based on the applicable legislation in terms of fire safety. During the application of this verification tool in the building under study, two legal nonconformities were detected, namely the lack of fire doors and the lack of horizontal access ways that allows reversing maneuvers to fire-fighting cars, in case of emergency. Also it was developed an Internal Security Plan (PSI) with the description of the applicable MAPS’s to the type of building under study, in order to provide it with a more effective level of security and taking into account the need to know the routine self-protection procedures and the adoption of safety procedures. Taking into account the above exposure, it is concluded that the WWTP complies with the legal requirements applicable to SCIE, in general. However, it is recommended as future improvement the effective implementation of the proposed PSI and the regularization of detected nonconformities.
