A presente investigação tem como objetivo principal analisar o contributo do Centro
Comunitário São Cirilo para o processo de acolhimento e integração de migrantes em
Portugal, observando como as suas práticas, serviços e intervenções influenciam a
inclusão social e a autonomia dos utentes acompanhados. Para alcançar este propósito,
foram definidos diversos objetivos específicos que orientam a estrutura e o
desenvolvimento do estudo.
Em primeiro lugar, pretende-se identificar o perfil sociocultural dos migrantes que a
organização atende, bem como compreender as principais necessidades manifestadas no
momento do acolhimento. Em seguida, propõe-se descrever e mapear os programas,
serviços e práticas desenvolvidos pelo Centro Comunitário São Cirilo no âmbito do apoio
social, jurídico, formativo e psicossocial. Em paralelo a isso, busca-se analisar as
percepções tanto dos migrantes quanto dos profissionais sobre a eficácia das estratégias
de intervenção implementadas, avaliando o impacto dessas ações no percurso de
integração, no acesso ao trabalho, à habitação, à educação e à autonomia socioeconómica.
Outro objetivo consiste em explorar a articulação entre as práticas do centro e as políticas
públicas nacionais de acolhimento e integração, destacando o enquadramento legal
vigente e o papel das organizações da economia social em Portugal. Além disso, procurase
identificar os principais desafios enfrentados pela instituição e pelos migrantes no
processo de adaptação e integração no país. Por fim, com base nos resultados obtidos, a
investigação visa propor recomendações que possam contribuir para o aperfeiçoamento
das práticas de acolhimento, reforçando a eficácia das respostas prestadas pelo Centro
Comunitário São Cirilo e de estruturas similares.
O estudo foca-se igualmente na caracterização do perfil das pessoas migrantes e nas
dificuldades enfrentadas durante o processo de integração em Portugal. São discutidos os
desafios ligados à adaptação cultural, ao domínio da língua, à inserção no mercado de
trabalho e ao acesso a direitos fundamentais, como habitação, saúde e educação. Estes
aspetos são essenciais para compreender as barreiras estruturais e simbólicas que
dificultam a inclusão plena dos migrantes na sociedade portuguesa. Paralelamente, a
dissertação destaca a importância das políticas públicas e das iniciativas da sociedade
civil na promoção da igualdade de oportunidades e da coesão social. Um dos pontos centrais da investigação é a análise do papel das Organizações da
Economia Social no apoio a pessoas migrantes. Através da apresentação de um estudo de
caso de uma instituição portuguesa que atua na integração socio laboral de pessoas
migrantes, identificam-se práticas de intervenção que incluem a elaboração de projetos
de vida personalizados, programas de formação profissional, ensino da língua portuguesa,
apoio jurídico, alojamento temporário e acompanhamento psicossocial.
A partir deste estudo de caso, o trabalho procura extrair lições e propor estratégias de
melhoria para os processos de inclusão, sublinhando a relevância de abordagens centradas
na pessoa, no empowerment e na construção coletiva de caminhos de integração
sustentável.
The main objective of this investigation is to analyze the contribution of the São Cirilo Community Center to the process of welcoming and integrating migrants in Portugal, observing how its practices, services, and interventions influence the social inclusion and autonomy of the users being assisted. To achieve this purpose, several specific objectives were defined to guide the structure and development of the study. First, the aim is to identify the sociocultural profile of the migrants the organization serves, as well as to understand the main needs expressed at the time of reception. Next, the study proposes to describe and map the programs, services, and practices developed by the São Cirilo Community Center in the areas of social, legal, educational, and psychosocial support. In parallel, it seeks to analyze the perceptions of both migrants and professionals regarding the effectiveness of the intervention strategies implemented, assessing the impact of these actions in the integration process, in accessing work, housing, education, and socioeconomic autonomy. Another objective is to explore the connection between the center's practices and national public policies on reception and integration, highlighting the current legal framework and the role of social economy organizations in Portugal. Furthermore, it seeks to identify the main challenges faced by the institution and by migrants in the process of adapting and integrating into the country. Finally, based on the results obtained, the research aims to propose recommendations that could contribute to improving reception practices, strengthening the effectiveness of the responses provided by the São Cirilo Community Center and similar structures. The study also focuses on the characterization of migrants’ profiles and the challenges they face during the integration process in Portugal. It discusses the main difficulties related to cultural adaptation, language acquisition, access to the labour market, and the enjoyment of fundamental rights such as housing, healthcare, and education. These aspects are crucial for understanding the structural and symbolic barriers that hinder the full inclusion of migrants in Portuguese society. At the same time, the dissertation emphasizes the importance of public policies and civil society initiatives in promoting equal opportunities and social cohesion. A central aspect of this research is the analysis of the role of Social Economy Organizations in supporting migrants. Through a case study of a Portuguese institution dedicated to the socio-labour integration of migrants, the dissertation identifies several intervention practices, including the development of personalized life projects, vocational training programs, Portuguese language instruction, legal assistance, temporary housing, and psychosocial support. Based on this case study, the work seeks to draw lessons and propose strategies to improve inclusion processes, underscoring the importance of person-centred approaches, empowerment, and the collective construction of sustainable pathways toward social and labour integration.
