Abstract(s)
O setor da construção em Portugal continua a ser aquele onde, pela sua natureza e risco, se regista o mais
elevado índice de sinistralidade. Com a entrada em vigor do Decreto-lei n.º 273/2003, de 29 de outubro,
que revogando o Decreto-Lei n.º 155/95, de 1 de julho, emerge a figura do Coordenador de Segurança -
“CS”, na Construção, em fase de projeto e em fase de obra. Ficando assim com uma nova categoria
profissional, da qual, ainda não foram especificadas e clarificadas as aptidões, as competências e saberes,
para o desempenho da mesma.
Com o presente estudo pretende-se demonstrar as mais-valias que a definição das competências,
aptidões e saber-fazer têm no exercício desta atividade profissional, por forma a tentar-se colmatar a
lacuna de “vazio” legal que existe a nível nacional, indo de encontro ao que se efetua na pratica laboral.
A metodologia utilizada teve por base as seguintes fases: a) Pesquisa e análise bibliográfica (estado de
arte das matérias relacionadas com a problemática do estudo). Paralelamente efetuou-se uma análise
sobre o que se verifica, em Portugal, ao nível desta temática, a importância do Decreto-Lei n.º 273/2003
de 29 Outubro, bem como, da necessidade de se efetuar a implementação do projeto do decreto-lei
existente; b) Elaboração e aplicação de questionário sobre “a coordenação e segurança em obra” com o
intuito de se recolher informações dos profissionais da área, do setor da construção em Portugal; c)
tratamento dos dados obtidos, com o programa estatístico SPSS, por forma a identificar os fatores
limitadores ou potenciadores que influenciem a coordenação e segurança em obra, bem como um conjunto
de propostas sobre as competências versus aptidões que os profissionais que desenvolvem as funções
como coordenadores de segurança e saúde no trabalho; d) elaboração de uma proposta com um conjunto
de medidas assentes nos fatores identificados e analisados no estudo.
Averiguou-se a importância da formação a ser ministrada aos coordenadores de segurança e saúde, para
melhor desenvolver as suas funções, com deontologia e ética profissional, verificando as ofertas
formativas existentes em Portugal, em várias instituições de ensino superior. Paralelamente
potencializou-se a participação de trabalhadores com funções de coordenação de segurança em projeto e
obra, de forma a aferir a sensibilidade dos mesmos sobre a coordenação de segurança e saúde.
Com base nos resultados obtidos verificou-se a necessidade, cada vez mais premente, para a
implementação de um diploma legal que defina os saberes e competências, que os coordenadores de
segurança e saúde devem deter, para exercer as suas funções de forma sustentada no conhecimento do
saber fazer.
The construction sector in Portugal continues to be the one where, due to its nature and risk, the highest accident rate is recorded. With the entry into force of Decree-Law no. 273/2003, of October 29, revoking Decree-Law no. 155/95, of July 1, emerges the figure of the Security Coordinator - "CS”, in Construction, in the design phase and in the construction phase. Thus, it has a new professional category, which has not yet specified and clarified the skills, competencies and knowledge for the performance of the same. The purpose of this study is to demonstrate the benefits that the definition of skills, aptitudes and knowhow have in the exercise of this professional activity, in order to try to bridge the gap of legal "void" that exists at national level, going against what is done in labor practice. The methodology used in the present study is characterized by: a) Research and bibliographical analysis (state of art of the subjects related to the problematic of the study). At the same time, an analysis was made of what is happening in Portugal at the level of this issue, the importance of Decree-Law no. 273/2003 of 29 October , as well as of the need to implement the project of the existing decree-law; b) Elaboration and application of a questionnaire on "coordination and safety in construction" with the aim of gathering information from professionals in the area, from the industrial construction sector in Portugal; c) treatment of the data obtained with the SPSS statistical program in order to identify the limiting factors or enhancers that influence the coordination and safety in the work, as well as a set of proposals on the competencies versus aptitudes that the professionals that perform the functions as safety and health at work coordinators; d) elaboration of a proposal with a set of measures based on the factors identified and analyzed in the study. Ascertaining the importance of the training to be given to safety and health coordinators, in order to better develop its functions, with professional ethics and ethics, verifying the training offers existing in Portugal, in several Universities. At the same time, the participation of workers with work safety coordination functions was strengthened, in order to assess their sensitivity on the coordination of health and safety . From the result of this work we verified the need, more and more urgent, for the implementation of a legal diploma that defines the knowledge and competences, that the safety and health coordinators must hold, to carry out their functions in a sustained way.
