Abstract(s)
Mergulhado em uma crise carcerária sem precedentes, o Brasil sofre com problemas de superlotação, altos índices de reincidência criminal e grande violência dentro dos presídios. Em busca de alternativas para o setor, a discussão sobre educação prisional vem ganhando destaque no cenário sociopolítico nacional. Mostrando-se como um importante instrumento para a profissionalização e ressocialização do detento, a finalidade desta pesquisa é contribuir com o debate sobre a efetividade das políticas públicas educacionais nesse âmbito e verificar porque essas ações ainda são tão pontuais. Através de levantamento bibliográfico, foi traçado o panorama dos estabelecimentos penais brasileiros e analisada a legislação pertinente à educação das pessoas em privação de liberdade. Em um estudo de caso específico, investiga-se os desafios enfrentados no desenvolvimento e na implantação de cursos profissionalizantes do Programa Nacional de Acesso ao Ensino Técnico e Emprego - Pronatec dentro da Penitenciária de Uberaba e se há perspectivas de manutenção e ampliação dessas práticas educativas. Como objetivos específicos, propõe-se a olhar a questão sob as óticas dos principais atores envolvidos, administração carcerária, administração escolar, professores, profissionais da área e detentos, tendo sido para isso aplicados questionários e realizadas entrevistas semiestruturadas. Os resultados trazem um alerta sobre a necessidade de uma profunda reestruturação do sistema, com maior amparo governamental, melhor aplicação dos recursos, mais investimento na formação dos profissionais e ainda a urgência de se conscientizar a população sobre a importância da formação educacional e profissional de presos para a construção de um país mais justo e mais seguro.
Plunged on a prison crisis without any precedents, Brazil has been suffering with issues related to, overcrowding, high criminal recidivism rates and huge violence inside the prisons. Searching for alternatives to the sector, the discussion about prisoner education is on the spotlight of National Political Scenario. Showing up as an important instrument for the professionalization and resocialization of the inmate, the purpose of this research is to contribute with the debate about effectiveness of public educational policies on this area and verify why these actions are still so punctual. Through a bibliographical survey the panorama of the Brazilian penal establishments was outlined and the current legislation relevant to the education of the people in deprivation of their freedom was analyzed. In a specific case study, investigates the challenges faced in the development and implementation of professionalization courses of the Programa Nacional de Acesso ao Ensino Técnico e Emprego – Pronatec within the Penitentiary of Uberaba and if there are perspective of maintenance and expansion of this educational practices. As specific objectives, it is proposed to analyze the matter from the perspectives of the main actors involved, prison administration, educational administration, professors, the professionals and the inmates, for which questionnaires and semi- structured interviews were applied. The results bring an alert about the need of a deep restructuring on the system, with a greater government support, better utilization of resources, more investment in the training of professionals and an urgency on population awareness about the importance of the educational and professional training of the inmates to build a fairer and safer country.
