Abstract(s)
São vários os desafios significativos que impactam a capacidade de uma autarquia oferecer serviços eficientes e eficazes à população, a partir dessa premissa, a presente dissertação analisa a evolução e os desafios da gestão pública em Portugal, com particular incidência nas autarquias locais, no contexto da implementação da Nova Gestão Pública (NGP). Inicialmente, é explorada a transição dos modelos tradicionais de administração pública para abordagens mais orientadas para resultados, eficiência e responsabilização. São igualmente identificados os fatores económicos, políticos e internacionais que impulsionaram esta transformação, bem como as inovações introduzidas na gestão autárquica, incluindo a profissionalização, a transparência, a medição de desempenho e a competitividade.
O estudo avança com uma análise da descentralização administrativa e do reforço da autonomia das autarquias locais, contextualizando historicamente o processo e discutindo os seus modelos, implicações e desafios futuros e dá ênfase às reformas e estratégias de modernização administrativa em Portugal, nomeadamente na digitalização, inovação organizacional, participação cidadã, sustentabilidade e parcerias interinstitucionais.
Numa abordagem aplicada, é desenvolvido um estudo de caso com base num inquérito realizado a diversos municípios portugueses, com o objetivo de identificar as metodologias e ferramentas mais utilizadas para a melhoria da gestão local. São analisadas práticas como o planeamento estratégico, a gestão por objetivos, a reengenharia de processos e a implementação de ferramentas da qualidade. O estudo destaca também os benefícios da governação eletrónica, da participação cidadã e das políticas de sustentabilidade.
A dissertação conclui com uma reflexão crítica sobre os resultados obtidos, salientando os progressos realizados, os desafios persistentes — nomeadamente a resistência à mudança — e propondo estratégias de modernização contínua para a administração pública local. O trabalho espera contribuir, assim, para a compreensão e aprimoramento das práticas de gestão nas autarquias em Portugal.
Local governments face numerous significant challenges that affect their capacity to deliver efficient and effective public services. Grounded in this premise, the present dissertation examines the evolution and key challenges of public management in Portugal, with a specific emphasis on local municipalities within the framework of New Public Management (NPM) implementation. The research begins by analysing the transition from traditional public administration models to result-oriented, efficiency-driven, and accountability-based approaches. It identifies the economic, political, and international drivers of this paradigm shift, as well as the innovations introduced in municipal governance, such as professionalization, performance measurement, transparency, and competitive mechanisms. The study further explores the process of administrative decentralization and the reinforcement of municipal autonomy, situating these developments within their historical and legal contexts and assessing their implications and future outlook. Particular attention is given to administrative modernization strategies in Portugal, including digital transformation, organizational innovation, civic participation, sustainability initiatives, and inter-institutional collaboration. Employing an applied research approach, the dissertation presents a case study based on a survey conducted across multiple Portuguese municipalities. This empirical component aims to identify the most widely adopted methodologies and tools for enhancing local governance. Key practices analysed include strategic planning, management by objectives (MBO), business process reengineering, and the deployment of quality management tools. The study also underscores the contributions of e-government, participatory governance, and sustainable policy frameworks to the improvement of public service delivery. The dissertation concludes with a critical reflection on the findings, highlighting progress achieved, persistent challenges—particularly organisational resistance to change—and proposing strategic directions for the continued modernization of local public administration. This research aspires to contribute to the ongoing advancement and refinement of public management practices within Portuguese local government.
