O tema dos consumos de energia, tem vindo a ocupar lugar de destaque nas principais
preocupações das empresas. Contudo, o consumo de energia nas empresas não representa
atualmente a maior fatia das suas despesas mensais, sendo ainda descuidada a questão da redução
dos consumos de energia.
Em 2007, a União Europeia assumiu objetivos para a redução do consumo médio anual de energia
para 2020, assim como o aumento do consumo de energia proveniente de fontes renováveis.
Portugal enquanto membro da União Europeia assumiu também compromissos de redução dos
consumos de energia e de aposta nas renováveis.
Esta mudança de mentalidade em Portugal baseia-se em dois pilares: racionalidade económica e
sustentabilidade, através da criação de medidas de eficiência energética, e incentivo ao consumo de
energia com origem em fontes renováveis e fontes endógenas.
Com base nesta nova mentalidade e no âmbito da Estratégia Nacional para a Energia, foi criado o
Decreto-Lei nº 71/2008, de 15 de abril, que regula o SGCIE (Sistema de Gestão dos Consumos
Intensivos de Energia), no qual são caraterizados os CIE (Consumidores Intensivos de Energia).
No decorrer da dissertação, e com base no SGCIE, é apresentado o desenvolvimento de uma
checklist, de onde se pretende obter um modelo de apoio a novas auditorias energéticas, aplicável a
diversas áreas da indústria que não a transformadora, onde ocorreu a validação desta. A validação
foi feita durante o acompanhamento de um processo de execução de um ARCE (Acordo de
Racionalização dos Consumos Energéticos) a uma empresa.
É também apresentado um pequeno estudo das medidas que poderão ser implementadas, após a
apresentação do PREn (Plano de Racionalização dos Consumos de Energia).
The theme of energy consumption has come to occupy a prominent place in the main concerns of businesses. However, power consumption in enterprises, currently do not represents the largest share of their monthly expenses. Because of that, still being neglected the issue of reducing energy consumption. In 2007, the European Union defined the set goals for reducing the annual average annual of energy consumption for 2020, as well as the increase in energy consumption from renewable sources. Portugal as a member of the European Union also made commitments to reduce energy consumption and grow the investment in renewable. This change of mentality in Portugal is based on two pillars: economic rationality and sustainability through the creation of energy efficiency measures, and encouraging the consumption of energy derived from renewable sources and endogenous sources. Based on this new mentality and under the National Energy Strategy, the Decree Low No. 71/2008 of 15 of April, which regulates the SGCIE (Sistema de Gestão dos Consumos Intensivos de Energia) [Management System of Intensive Energy Consumption], was created. This document characterizes the CIEs (Consumidores Intensivos de Energia) [Intensive energy consumers]. During the dissertation, and based on the SGCIE, the development of a checklist is presented, from where it is pretended to achieve a new model for energy audits, able to be applied to several areas of the industry, other than manufacturing, the industry where the validation of this checklist occurred.
