Abstract(s)

Apresentam-se as principais etapas da política de informação da União Europeia (UE) desde a década de 1990 com ênfase para as iniciativas relacionadas com a transparência e o acesso aos documentos. Serão analisados os diplomas legais formulados pelo Parlamento, pelo Conselho e pela Comissão Europeia para reger o acesso aos documentos por parte dos cidadãos dos Estados-Membros. Avalia-se depois o impacto efectivo destas medidas com base nos relatórios anuais elaborados pelas instâncias europeias sobre esta matéria e a partir dos dados recolhidos nas entrevistas realizadas em Bruxelas aos responsáveis pelo acesso aos documentos do Conselho e da Comissão Europeia.

The aim of the paper is to present the most important information policy initiatives the in the European Union (EU) since the 1990s. The rules to access documents from the Parliament, the Council and the Commission will be analysed. The results of these initiatives will be evaluated through the data from the annuals reports on this matter produced by the European institutions and through the elements of the interviews with the civil servant working in the field of the access to the documents in the Council and the European Commission.
