Abstract(s)
A presente dissertação tem por objetivo analisar a problemática dos erros e omissões em empreitadas de obras públicas, bem como explorar dois casos de estudo reais em que a não observância criteriosa do projeto, caderno de encargos e mapa de quantidades, acarretou problemas que só foram percebidos durante a execução da obra, mas que, se evitados, poderiam não só agilizar o desenvolvimento da obra como também reduzir os custos oriundos de erros e omissões. Para tanto, foi realizado um estudo dos artigos do Código dos Contratos Públicos (DL n.º 111-B/2017), especialmente aqueles pertinentes à temática em discussão, qual seja: erros e omissões. Ao investigar os casos de estudo, surgiram diversos questionamentos, os quais fomentaram a discussão em torno da qualidade do tempo do Empreiteiro/diretor de obra e dos recursos, tanto humanos como materiais, utilizados para a execução do projeto.
This dissertation aims to analyze the problem of errors and omissions in public works contracts, as well as to explore two real case studies in which the careful nonobservance of the project, specifications and quantity map, resulted in problems that were only perceived during the execution of the work, but which, if avoided, could not only speed up the development of the work but also reduce the costs arising from errors and omissions. To this end, a study of the articles of the Public Contracts Code (PCC, Decree-Law 111-B/2017) was carried out, especially those pertinent to the topic under discussion, which are: errors and omissions. When investigating the case studies, several questions arose, which stimulated the discussion about the quality of the contractor's/construction director's time and the resources, both human and material, used for the execution of the project.
