Abstract(s)
Neste estudo, propusemo-nos analisar a intervenção do município na educação. Baseámo-nos no método de investigação misto (IMM) cujo modelo se denomina convergente paralelo. Como instrumentos de recolha de dados foi utilizada a pesquisa e análise documental e foi aplicado um inquérito por questionário aos docentes dos vários ciclos de ensino em todas as escolas dos concelhos de Lousada, Maia, Paredes e Penafiel e respetivos vereadores da educação. O nível de confiança da amostra é de 90%, a margem de erro 5%.
Dos resultados obtidos verifica-se que, em média 88% dos docentes concorda que há boa articulação e comunicação entre as escolas e os municípios e cerca de 80% considera que os municípios têm uma atitude eficaz no apoio às famílias. O município de Lousada, de acordo com os docentes, é o único que tem programas de tempos livres para alunos com deficiência. Em média, 68% dos docentes indicam que os municípios apenas asseguram programas de tempos livres nas pausas letivas para os alunos do Pré-Escolar e do 1ºCiclo. Mais de 70% dos inquiridos consideram o Conselho Geral um órgão importante, indiciando que os seus membros são próximos das direções das escolas e dos municípios e que estes têm influência na eleição do diretor da Escola. No âmbito da descentralização de competências, do pessoal não docente para os municípios, a maioria dos docentes considera que não foi uma boa decisão. Finalmente, os docentes concordaram claramente com os vereadores da educação sobre quais as áreas onde, futuramente, os municípios deverão intervir.
In this study, we proposed to analyze the intervention of the municipality in education. We were based on the mixed research method (IMM) whose model is called parallel convergent. We used the research and the documentary analysis as data collection instruments and a questionnaire was applied to teachers of the various teaching cycles in all schools in the municipalities of Lousada, Maia, Paredes and Penafiel and their respective education councillors. The confidence level of the sample is 90%, the margin of error is 5%. From the results obtained, it can be seen that, on average, 88% of the teachers agree that there is good coordination and communication between schools and municipalities and about 80% consider that municipalities have an effective attitude in supporting families. The municipality of Lousada, according to the teachers, is the only one that has free time programs for students with disabilities. On average, 68% of teachers point out that municipalities only ensure free time programs during school breaks for Pre-School and 1st Cycle students. More than 70% of the respondents consider the General Council an important decision-making body, indicating that their members are close to the directions of schools and municipalities and that these influence the election of the director of the School. In the scope of the decentralization of skills, from the non-teaching staff to the municipalities, the majority of the teachers consider that it was not a good decision. Finally, the teachers clearly agreed with the councillors about the areas where, in future, the municipalities should intervene.
