O presente relatório de estágio foi elaborado no âmbito do Mestrado em Gestão das
Organizações – Ramo de Gestão Pública, do Instituto Superior de Contabilidade e
Administração do Porto (ISCAP-P.PORTO), e resulta da experiência profissional
desenvolvida na Juntada União das Freguesias de Vilar e Mosteiró. Este estágio teve
como principal finalidade analisar e compreender o papel das Juntas de Freguesia na
promoção da proximidade com a população, através da organização e dinamização de
eventos e iniciativas locais que fortalecem o envolvimento cívico e a identidade
comunitária.
A experiência permitiu uma aproximação concreta à realidade da administração pública
local, possibilitando a observação direta da forma como a gestão de proximidade contribui
para a satisfação das necessidades dos cidadãos e para o fortalecimento da coesão social.
As atividades realizadas abrangeram o planeamento, coordenação e acompanhamento de
eventos culturais e sociais, revelando a importância destas ações na criação de laços de
confiança entre a Junta e a comunidade.
O enquadramento teórico, sustentado por diversos autores da área da gestão pública e das
políticas locais, permitiu compreender que a participação dos cidadãos é um elemento
essencial para o sucesso das políticas públicas e para a construção de uma administração
mais transparente, eficaz e humana. A prática de estágio confirmou que as Juntas de
Freguesia desempenham um papel decisivo na promoção de uma governação
participativa, próxima e orientada para o bem-estar coletivo.
Conclui-se que a Junta da União das Freguesias de Vilar e Mosteiró é um exemplo de boa
prática de gestão local, marcada pelo dinamismo, pela proximidade e pela valorização das
pessoas. O estágio contribuiu para o desenvolvimento de competências técnicas e
relacionais relevantes para o exercício da gestão pública, reforçando a convicção de que
o verdadeiro sucesso das políticas locais assenta na capacidade de envolver a comunidade
e criar valor público duradouro.
This internship report was prepared as part of the Master's Degree in Organizational Management – Public Management branch, at the Porto Accounting and Business School (ISCAP-P.PORTO), and results from the professional experience developed at the Union of Parishes of Vilar and Mosteiró. The main purpose of this internship was to analyze and understand the role of Parish Councils in promoting proximity with the population, through the organization and implementation of local events and initiatives that strengthen civic engagement and community identity. This experience provided a direct and practical approach to the reality of local public administration, allowing the observation of how proximity management contributes to meeting citizens’ needs and strengthening social cohesion. The activities carried out included the planning, coordination and supervision of cultural, sports and social events, highlighting the importance of these actions in building trust and fostering participation between the Parish Council and the community. The theoretical framework, supported by several authors in the field of public management and local governance, helped to understand that citizen participation is a key element for the success of public policies and for building a more transparent, effective and human administration. The internship experience confirmed that Parish Councils play a decisive role in promoting participatory governance, focused on the well-being of the community. It is concluded that the Union of Parishes of Vilar and Mosteiró is an example of good local management practices, characterized by dynamism, proximity and the appreciation of people. The internship contributed to the development of technical and interpersonal skills relevant to public management and reinforced the conviction that the real success of local policies lies in the ability to involve the community and create lasting public value.
