A Declaração de Bolonha e os desenvolvimentos que lhe seguiram, vieram reforçar a premência das instituições
de ensino superior (IES) implementarem sistemas internos de garantia da qualidade, baseados em
referenciais internacionais. Estes sistemas são usualmente orientados para processos e envolvem a recolha
e análise de dados sobre um vasto conjunto de indicadores de desempenho, associados ao ensino,
investigação, relação com a sociedade, entre outros. Neste contexto, o presente projeto pretende dar um
contributo ao nível da seleção e definição dos indicadores de desempenho mais relevantes, no contexto de
uma IES. A estratégia de investigação usada foi o estudo de caso, que envolveu análises documentais e a
aplicação de um questionário. Tendo por base, os resultados do projeto internacional SMART-QUAL, foi
efetuada uma análise comparativa entre os indicadores de desempenho definidos pela IES em estudo e os
indicadores apresentados neste projeto. Foi possível verificar que existe um grau de alinhamento dos indicadores
da IES ao projeto SMART-QUAL, de 64%. Adicionalmente, tendo por base as perceções de partes
interessadas da IES, recolhidas pelo questionário, foram identificados 4 novos indicadores, no domínio
do ensino e aprendizagem, relevantes para a IES em estudo. A análise crítica final permitiu concluir que é
possível o reajuste e a clarificação de alguns indicadores da IES em estudo, pelas propostas de indicadores
apresentados no projeto SMART-QUAL, além de ser sugerida a redução dos indicadores definidos, em
cerca de 21,5%, principalmente em indicadores de processos de suporte. O sucesso para a garantia da qualidade
numa IES envolve o comprometimento das partes interessadas e a definição e monitorização de
indicadores de desempenho relevantes para o cumprimento da sua missão. Neste contexto, este projeto
dá um contributo significativo para o sucesso e melhoria de sistemas de gestão de IES.
The Bologna Declaration and the developments that followed it reinforced the urgency for higher education institutions (HEIs) to implement internal quality assurance systems, based on international references. These systems are usually process-oriented and involve the collection and analysis of data on a vast set of performance indicators, associated with teaching, research, relationships with society, among others. In this context, this project aims to contribute to the selection and definition of the most relevant performance indicators, in the context of an HEI. The research strategy used was the case study, which involved document analysis and the application of a questionnaire. Based on the results of the international SMARTQUAL project, a comparative analysis was carried out between the performance indicators defined by the HEI under study and the indicators presented in this project. It was possible to verify that there is a degree of alignment between the IES indicators and the SMART-QUAL project, of 64%. Additionally, based on the perceptions of HEI stakeholders, collected through the questionnaire, 4 new indicators were identified, in the field of teaching and learning, relevant to the HEI under study. The final critical analysis allowed us to conclude that it is possible to readjust and clarify some indicators of the HEI under study, through the indicator proposals presented in the SMART-QUAL project, in addition to suggesting the reduction of defined indicators by around 21, 5%, mainly in support process indicators. Success in quality assurance in an HEI involves the commitment of interested parties and the definition and monitoring of performance indicators relevant to the fulfillment of their mission. In this context, this project contributes significantly to the success and improvement of HEI management systems.
