Vivemos num mundo cada vez mais digital, onde quase tudo pode ser feito através de um dispositivo
tecnológico com acesso à internet. À medida que as gerações se vão renovando, é notável a adesão
à digitalização de processos que, há poucos anos, se julgava impensável a possibilidade de serem
feitos remotamente, tais como compras, créditos pessoais, assistir a filmes e concertos, abrir uma
conta bancária, ou renovar documentos pessoais. Em simultâneo, a administração pública vê-se
confrontada com a necessidade de agilizar os seus processos tornando os procedimentos mais
transparentes, mais seguros, e melhor responder às necessidades e pretensões do cidadão.
É neste contexto que, no princípio do século XXI a administração pública inicia um processo de
adaptação a uma era mais digital, seja na sua relação com o cidadão, seja na própria gestão
documental e desburocratização dos processos administrativos. Os programas Simplex, foram a
ferramenta adotada polo governo português, para agilizar este processo de digitalização e
modernização administrativa.
Este estudo tem por objetivo compreender se no contexto específico do município de Vila Nova de
Gaia, os objetivos da TD estão a ser atingidos, e em que medida os trabalhadores das organizações
públicas sentem que esta mudança é uma mais valia na prossecução do interesse público. Pretende
também perceber se há uma organização para a transformação digital e avaliação do seu impacto
na eficiência dos serviços e ao nível económico.
A metodologia utilizada foi um inquérito por questionário aplicado a uma amostra de 140
trabalhadores do município de Vila Nova de Gaia.
Através deste estudo foi possível concluir que os trabalhadores do município sentem o impacto da
transformação digital no seu dia-a-dia, e consideram-na uma mais valia e o futuro da administração
pública. Contudo, não sentem que o município tenha uma estratégia para a transformação digital
bem definida, nem que as mudanças implementadas sejam avaliadas.
We live in an increasingly digital world, where almost everything can be done through a technological device with internet access. As the generations are renewed, it is remarkable the adherence to the digitization of processes that, only a few years ago, the possibility of them being carried out remotely was considered unthinkable, such as purchases, personal loans, watching movies and concerts, opening a bank account or renewing personal documents. At the same time, public administration is faced with the need to streamline its processes, making procedures more transparent, safer and improving their response to the needs and expectations of citizens. It is in this context that, at the beginning of the 21st century, public administration begins a process of adapting to a more digital era, either in its relationship with the citizen, or in managing documents and the reducing the bureaucracy of the administrative processes. The Simplex programs were the tool used by portuguese government to promote the digitalisation and administrative modernisation process. This study aims to understand whether, in the specific context of Vila Nova de Gaia Council, the objectives of the digital transformation are being achieved and to what extent do public organization workers feel that this change is an added value in the pursuit of the public’s interest. It also intends to understand if the digital transformation is organised and to assess its impact both on the efficiency of services and at an economical level. The methodology used was a questionnaire survey submitted to a sample of 140 workers of Vila Nova de Gaia Council. Through this study, it was possible to conclude that this Council’s workers feel the impact of digital transformation at work and consider it an asset and the future of public administration. However, they do not believe that the Council has a well-defined strategy for the digital transformation, neither that the implemented changes are assessed.
