Abstract(s)
Portugal atravessa uma crise económico-financeira. A austeridade económica é prioritária, e a área
de saúde não é exceção. Nesta conjuntura justifica-se de todo a realização de análises económicas
na saúde.
Este estudo é uma análise custo - mínimo ao Projeto de Internalização do RX do Centro
Diagnóstico Pneumológico (CDP) do Porto com o objetivo de rentabilizar o equipamento radiológico
instalado no CDP do Porto, pretende-se usar a capacidade máxima instalada e permitida pelo
equipamento para produção de radiografias a utentes provenientes dos Agrupamentos de Centros de
Saúde (ACES) do Porto. O Projeto de Internalização do RX do CDP do Porto é um projeto da
Administração Regional de Saúde (ARS) do Norte, que pretende encaminhar os utentes dos ACES do
Porto para realização de exames radiográficos no RX do CDP do Porto.
Para proceder à análise económica foram identificados os custos e os benefícios relevantes do RX
do CDP do Porto e elaboradas 3 estimativas:
1. Realização dos exames radiográficos do CDP do Porto a utentes do CDP do Porto e
realização de exames radiográficos a utentes dos ACES do Porto nos gabinetes de radiologia
convencionados pela ARSNorte;
2. Projeto de Internalização do RX do CDP do Porto com realização dos exames radiográficos
até esgotar a capacidade máxima instalada do equipamento radiológico com recurso a utentes
dos ACES do Porto;
3. Realização dos exames radiográficos nos ACES do Porto e dos exames do CDP do Porto nos
gabinetes de radiologia convencionados.
Os resultados da análise levaram à conclusão que a implementação do Projeto de Internalização
do RX do Porto é rentável, ou seja, o projeto permitirá ganhos financeiros para a ARSNorte se for
implementado na sua plenitude.
Portugal is currently going through an economic and financial crisis. Economic austerity is the priority, and the health sector is no exception. In this sequence of events, it is really important to achieve the realization of economic analyses in this sector. The aim of this study is to analyse the costs in order to minimize them in the project that intends to increase the profitability of the radiological equipment installed in Pulmonary Diagnostic Centre (PDC) of Oporto. It is intended to use the maximum capacity of them to produce radiography to all users that come from Pools Health Centres (PHC) of Oporto. This project belongs to North Regional Health Administration (RHA) whose goal is to turn this radiological exam possible to PHC users. To proceed this economic analyse there were identified all relevant costs and benefits of this project. And as such, there were considered three possibilities: 1. The users of Oporto’s PDC would do their radiological examinations their and, on the other hand, PHC’ users would have them guaranteed by North RHA in specific offices; 2. This project would be used by all PDC’s and also PHC’ users till the maximum capacity of the radiological equipment installed is reached; 3. All users, including PDC’s ones, would have their exams provided by North RHA in those specific offices. Results demonstrate that this project is profitable, as it will have financial benefits if it is completely installed.
