Abstract(s)
Eugenio Suárez-Galván (2005) en su cuento Extranjero en el estanco afirma: todos
somos extranjeros en todos los países del mundo menos en uno. Esta afirmación, interesantemente
reveladora, pretende ilustrar el contenido del presente trabajo. Si entendemos que cualquier
ser humano tiene el mismo derecho a vivir en cualquier parte del planeta tendremos que
convenir que las diferentes administraciones políticas y educativas tendrán que crear las
condiciones favorables para que este derecho se pueda ejercer. Para ello, entre otros
muchos factores, habrá que considerar que la lengua -las lenguas- es el primer vehículo de
identificación cultural y de comunicación entre los seres humanos.
La experiencia que presento surge de la coordinación de diversos proyectos de la
AECID (Agencia Española para la Cooperación y el Desarrollo) consistentes en la mejora
de la formación docente y la investigación en contextos plurilingües. Concretamente hemos
desarrollado la experiencia en Perú y en República Dominicana, y en regiones donde el
mestizaje de culturas y lenguas dibuja un interesante mosaico para la educación plurilingüe e
intercultural.

This statement, interestingly revealing, tries to illustrate the contents of this essay/lecture. If we understand that any human being has the same right to live in any part of the planet , we must agree on the fact that that political and educational administrations will have to provide favourable conditions for this right to be exerted. To this aim , language – the languages- must be considered the first means of cultural identification and communication between human beings. The experience presented arises from the coordination of various projects of the AECID (Spanish Agency for Cooperation and Development) involving the improvement of teacher education and research in multilingual contexts. Specifically, we have developed the experience in Peru and Dominican Republic, and in regions where the mixing of cultures and languages draws an interesting mosaic for multilingual and intercultural education
