Abstract(s)
Atualmente, o turismo é um dos principais setores económicos em Portugal,
impulsionado a economia, nomeadamente no que diz respeito ao alojamento. Nesta
perspetiva o número de reservas em estabelecimentos de alojamento turístico,
nomeadamente os de alojamento local, têm vindo a acompanhar o crescimento da
procura turística.
O número de reservas em estabelecimentos de alojamento local (EAL) tem
vindo a ser um indicador turístico relevante, ao nível do número de dormidas e dos
proveitos. Neste contexto, em 2023 entra em vigor o Regime Legislativo do Programa
“Mais Habitação”, cujo principal objetivo é proibir licenças de AL em apartamentos e
moradias na região Litoral, com o intuito de promover a sua abertura em regiões do
interior, permitindo a diminuição das rendas nos alojamentos para a comunidade local
e a reavaliação dos alojamentos já existentes até 2030.
Consequentemente, o presente estudo tem como principal objetivo perceber o
impacto dos AL no desenvolvimento turístico de uma região, nomeadamente a do Porto,
e se serão prejudicados ou beneficiados com a aplicação do Programa “Mais Habitação”.
A escolha deste destino turístico deve-se ao facto de existir uma grande concentração
de AL no Porto e grande parte das reservas dos hóspedes decorrerem nesta tipologia de
alojamento. Adicionalmente, serão analisados os métodos tecnológicos utilizados pelos
gestores dos alojamentos para perceber de que modo estes influenciam no momento
de reservar a hospedagem, assim como identificar o tipo de turista que opta por esta
tipologia.
A metodologia da presente investigação será baseada numa análise qualitativa,
através de entrevistas com participação de responsáveis/gestores ou proprietários de
AL no concelho do Porto, de modo a perceber a perspetiva destes face às novas
medidas e perceber qual o método de seleção dos alojamentos locais pelos turistas. Os
resultados serão baseados na análise de conteúdo das entrevistas realizadas, de modo
que seja possível responder à questão de investigação e dar resposta aos objetivos
previamente definidos.
Os principais resultados indicam que o alojamento local desempenha um papel
fundamental no desenvolvimento turístico, dado o número de reservas, que contribui para as receitas do destino. Parte deste sucesso deve-se à introdução das novas
tecnologias na gestão do alojamento, por maximizarem o trabalho e por serem uma
forma de os funcionários estarem em constante contacto com os hóspedes. Esta
interação é fundamental para garantir a satisfação do cliente. Assim, a implementação
da “Mais Habitação” irá impactar no desenvolvimento turístico do Porto, pois pode
comprometer o desenvolvimento económico do país. Para que esta seja bem-sucedida,
é necessário implementar medidas acordadas entre os proprietários de alojamento
local e das comunidades locais.
Tourism is currently one of the main economic sectors in Portugal, boosting the economy, specifically regarding accommodation. From this perspective, the number of reservations in tourism accommodation establishments, particularly local accommodation, has been keeping pace with the growth in tourism demand. The number of reservations in local accommodation establishments (EAL) has become a relevant tourism indicator, in terms of the number of overnight stays and revenue. In this context, in 2023 the Legislative Regime of the “Mais Habitação” (More Housing) Program comes into effect, the main objective of which is to ban AL licenses in apartments and villas in the coastal region, with the aim of promoting their opening in inland regions, allowing for lower rents in accommodation for the local community, and the reassessment of existing accommodation by 2030. Consequently, the main objective of this study is to understand the impact of ALs on the tourism development of a region, namely Porto, and whether they will be harmed or benefited by the application of the “Mais Habitação” Program. The choice of this tourism destination is due to the fact that there is a large concentration of ALs in Porto and a large proportion of guest bookings are made in this type of accommodation. In addition, the technological methods used by accommodation managers will be analyzed in order to understand how they influence the moment of booking accommodation, as well as to identify the type of tourist who opts for this type of accommodation. The methodology of this research will be based on a qualitative analysis, through interviews with managers or owners of ALs in the municipality of Porto, in order to understand their perspective on the new measures and how tourists select local accommodation. The results will be based on content analysis of the interviews carried out, so that it is possible to answer the research question and respond to the previously defined objectives. The main results indicate that local accommodation plays a fundamental role in tourism development, given the number of bookings, which contributes to the destination's revenue. Part of this success is due to the introduction of new technologies in accommodation management, as they maximize work and are a way for staff to be in constant contact with guests. This interaction is fundamental to guaranteeing customer satisfaction. Thus, the implementation of “Mais Habitação” will have an impact on Porto's tourism development, as it could jeopardize the country's economic development. For this to be successful, it is necessary to implement measures agreed upon between local accommodation owners and local communities.
