Apoios financeiros à inovação no empreendedorismo social: o programa parcerias para o impacto

| dc.description.abstract | O desenvolvimento e sucesso das iniciativas de empreendedorismo social está dependente de diversos fatores, em especial da aquisição de recursos financeiros. Há um vasto conjunto de instrumentos financeiros que podem ser usados nas fases iniciais e intermédias de um projeto, como os subsídios, donativos ou empréstimos, entre outros. No entanto, em Portugal, existem programas de financiamento que potenciam a criação e desenvolvimento de projetos sociais com vista a criar soluções inovadoras que permitam melhorar o bem-estar da sociedade. Um desses programas financeiros de apoio ao empreendedorismo social denomina-se “Parcerias para o Impacto”, tendo sido concebido pela Portugal Inovação Social. Este trabalho de investigação tem como objetivo fundamental compreender em que medida o programa de financiamento criado ao abrigo Parcerias para o Impacto é adequado para a implementação e desenvolvimento de projetos inovadores desenvolvidos no âmbito do empreendedorismo social. Em particular pretende-se compreender em que consiste o programa, o contributo que este oferece aos projetos inovadores, as principais dificuldades sentidas na candidatura, as principais razões para recorrer a este financiamento, bem como os benefícios e limitações percebidas pelos projetos que recorreram ao mesmo. A metodologia adotada nesta investigação caracteriza-se por ser qualitativa, sendo o instrumento de recolha de dados a entrevista. Como unidades de análise consideram-se, por um lado, um responsável pela Portugal Inovação Social e, por outro lado, nove organizações financiadas através do programa Parcerias para o Impacto. Relativamente aos resultados obtidos, constatou-se que este programa de financiamento proporciona às organizações uma injeção de capital significativo (não reembolsável), a aquisição de uma rede de contactos - com empresas e investidores -, credibilidade e visibilidade ao projeto, bem como a oportunidade de alargar o projeto e o impacto social alcançado. As organizações recorreram a este programa devido à falta de financiamento e por forma a colocar em prática projetos piloto que até então não tinha sido possível. As principais limitações e dificuldades sentidas no uso desta fonte de financiamento relacionam-se com a burocracia ainda existente e com a obtenção do investidor social. | pt_PT |
| dc.description.abstract | The development and success of the organizations depends on several factors, especially on obtaining financial resources. There is a wide range of financial tools that can be used in the early and intermediate stages of a project, such as grants, donations, loans, etc. However, in Portugal, there are funding programs that enhance the creation and development of social projects with the aim of creating innovative solutions that improve society's well-being. One of these funding programs that supports social entrepreneurship is called “Parcerias para o Impacto” and was created by Portugal Inovação Social. The main goal of this research work is to understand to what extent the funding program created by Parcerias para o Impacto is suitable for the implementation and development of innovative projects developed within the scope of social entrepreneurship. Particularly, it is intended to understand in what the program consists of, the contribution it offers to the innovative projects, the main difficulties experienced in the application, the main reasons for resorting to this funding, as well as the benefits and limitations perceived by the projects that used it. The methodology adopted in this investigation is characterized by being qualitative, having the interview as the data collection tool. Posteriorly, the contents of the interviews were analyzed, comparing them to the theoretical data collected. This study has two units of analysis: a sample of nine participants (organizations funded by the Parcerias para o Impacto program) and the assistant responsible for Portugal Inovação Social. Regarding the results obtained, it was found that this funding program provides organizations with a brutal (non-refundable) capital injection, the acquisition of a network of contacts – with companies and investors -, a credibility and visibility of the project and that it offers the opportunity to broaden the project and the social impact achieved. Organizations resorted to this program due to the lack of funding and to put into practice pilot projects that until then they had not been able to. The main limitations and difficulties experienced are related to the still existent bureaucracy and to obtaining a social investor. | pt_PT |
