Abstract(s)
Na década de 2000, diante da necessidade de se reformar o ensino
profissionalizante e tecnológico, visando formar quadros de profissionais para
o mercado, o governo propõe a expansão da Rede Federal de Educação,
Ciência e Tecnologia. Nesse contexto, o Centro Federal de Educação
Tecnológica de Uberaba foi transformado em Instituto Federal do Triângulo
Mineiro – IFTM –, abarcando outras instituições da região. Daí surge uma
questão relacionada à necessidade de financiamento da nova organização
institucional: que dificuldades e desafios decorreram do processo de gestão
dos recursos orçamentários e financeiros no IFTM no período 2009-2016?
Neste trabalho, buscaram-se compreender as dificuldades e os desafios
decorrentes do processo de gestão dos recursos orçamentários e financeiros
no IFTM, no período em tela. Para tanto foi utilizada uma metodologia
qualitativa, no formato de Estudo de Caso. Participaram no estudo sete
servidores que compõem a equipe de Gestão Orçamentária e Financeira do
IFTM, exercendo as funções de Pró-Reitor de Extensão, ex-diretor de
Administração, Reitor, Pró-Reitor de Administração, Coordenador Geral de
Contabilidade, Orçamento e Finanças da Reitoria, Diretor de Administração e
Planejamento e Diretor de Administração. O principal resultado do estudo foi
que a equipe de Gestão Orçamentária do IFTM, no período 2009-2016,
superou muitas dificuldades quanto ao planejamento, aplicação e execução
dos recursos orçamentários e financeiros da instituição; porém nem todas as
dificuldades foram superadas e se mantêm até o presente momento,
transformando-se em desafios a serem superados pela referida equipe em
prazo médio de tempo.
In the first decade of the 21st century, in the face of the necessity of a reform in vocational and technological education, with the objective to train qualified professionals for the job market, the government proposes an expansion to the Federal network of Education, Science and Technology. It is in that context that the Federal Center of Technological Education of Uberaba has been transformed into a Federal Institute of Technological Education for the Minas Gerais Triangle - IFTM-, also encompassing other institutions of the region. This raises a question related to the necessity for funds for the new institutional system: what difficulties and challenges have risen from the process of managing budgetary and financial resources for the IFTM in the 2009-2016 period? In this paper, it is sought to understand the difficulties and challenges arising from the process of managing the budgetary and financial resources at the Federal Institute IFTM, during the period under review. For this purpose, a qualitative methodology was used, in the format of a Case Study. Participants in the study were seven government employees that make up the IFTM Budget and Financial Management team; exercising the positions of as Pro-Rector of Extension, former Director of Administration, Rector, Pro- Rector of Administration, General Coordinator of Accounting, Budget and Finance of the Rectory, Director of Administration and Planning and Director of Administration. The main result of the study was that the IFTM Budget Management team, during the 2009-2016 period, overcame many of the difficulties that were encountered during planning, implementation and execution of the institution's budgetary and financial resources of the institution; but not all the difficulties were overcome and they still remain up to the present moment, turning into challenges to be overcome by the said team in the average term period.
