Abstract(s)
Angola é, na actualidade, uma das economias do mundo que regista maior crescimento
económico. É no entanto ainda uma economia com uma elevada taxa de pobreza e
profundas desigualdades e assimetrias regionais. Muitos acreditam que a implementação
de políticas públicas apropriadas possa fomentar o empreendedorismo e permitir um
crescimento económico mais equilibrado em que as diferenças regionais se atenuem. A
investigação sobre como o empreendedorismo se concretiza nas diversas regiões de
Angola e a avaliação dos efeitos das diferentes políticas públicas de apoio ao
empreendedorismo é com certeza relevante. O objectivo desta dissertação é contribuir para
o aprofundamento desse conhecimento com um estudo sobre como o empreendedorismo se
concretiza numa das regiões mais pobres de Angola, a província do Kwanza Norte, e de
aferir se as políticas de apoio ao empreendedorismo patrocinadas pelo INAPEM tiveram
ou não algum efeito diferenciador nesse empreendedorismo. Para tal, foi realizada uma
entrevista a uma dirigente local do INAPEM e foi elaborado um questionário que foi
administrado pessoalmente a cerca de 20% das micro, pequenas e médias empresas
registadas no INAPEM do Kwanza Norte, no período 1996-2013. Concluiu-se pela
inexistência de evidência de que os programas governamentais de fomento do
empreendedorismo, no âmbito da formação e da facilitação do acesso ao crédito
bonificado, patrocinados pelo INAPEM, tenham potenciado um empreendedorismo mais
inovador e mais gerador de riqueza nesta região. Concluiu-se ainda que este
empreendedorismo foi exercido maioritariamente por jovens homens trabalhadores, com
qualificações académicas superiores à média, com experiência na área de negócios e que
decidiram criar um negócio motivados pelo desejo de ascensão económico-social e de
independência. Concretizou-se em empresas em nome individual de muito pequena
dimensão, que reproduzem a especialização produtiva da região e que recorreram ao
crédito bancário para complementar os recursos próprios no financiamento do início da sua
actividade. É um empreendedorismo que contribuiu essencialmente para a criação de
emprego na região ainda que os seus protagonistas o percepcionem como tendo algum grau
de inovação.
Angola is, at present, one of the world's economies that recorded higher economic growth. It is however still an economy with a high rate of poverty and deep inequalities and regional disparities. Many believe the implementation of appropriate public policies to promote entrepreneurship and facilitate more balanced economic growth that regional differences attenuate. The investigation into how entrepreneurship is realized in different regions of Angola and the assessment of the effects of various public policies to support entrepreneurship is relevant with certainty. The purpose of this dissertation is to contribute to the deepening of this knowledge to a study on how entrepreneurship is realized in one of the poorest regions of Angola, northern Kwanza Norte province, and to assess whether policies to support entrepreneurship sponsored INAPEM had or not some differentiating effect in entrepreneurship. To this end, an interview was conducted with a local leader of the INAPEM and a questionnaire was administered personally to about 20% of micro, small and medium enterprises registered in INAPEM Kwanza Norte, in the period 1996-2013 has been prepared. It was concluded that there was no evidence that government programs to promote entrepreneurship within the training and facilitating access to subsidized credit, sponsored by INAPEM, have boosted a more innovative entrepreneurship and generates more wealth in this region. It was concluded that this entrepreneurship was exercised mainly by young men workers with above average academic qualifications, with experience in business and decided to create a motivated by the desire for economic and social mobility and independence business. Materialized in individual enterprises are very small, that reproduce the productive specialization of the region and resorted to bank loans to supplement their own resources in financing the beginning of its activity. It is an entrepreneurship that contributed mainly to job creation in the region even though its protagonists the percepcionem as having some degree of innovation.
