Abstract(s)
A presente dissertação explora o Estatuto do Cuidador Informal, Lei n.º100/2019 de 6 de setembro e a integração e reconhecimento do cuidador informal parcial no mercado de trabalho em Portugal, analisando o enquadramento jurídico, as práticas organizacionais e os desafios que enfrentam as organizações da economia social e as empresas do setor lucrativo, enquanto contextos de integração dos cuidadores informais.
A análise teórica evidencia avanços legislativos relevantes na valorização e inserção do cuidador informal, no entanto, é possível constatar-se a existência de lacunas práticas que condicionam a sua eficácia, nomeadamente, devido à burocracia excessiva, à falta de divulgação do Estatuto e à insuficiência de apoios.
Para a dissertação recorreu-se a uma metodologia qualitativa, de caráter exploratório e descritivo, permitindo associar a análise do ECI com a observação em contexto laboral, percebendo a realidade vivida pelos cuidadores informais.
Em síntese, apesar da implementação do ECI ser uma evolução jurídica e social na proteção e reconhecimento da figura do cuidador informal, existe a necessidade aprofundar e consolidar o regime jurídico.
This dissertation explores the Informal Caregiver Statute, Law No. 100/2019 of September 6, and the integration and recognition of part-time informal caregivers in the labor market in Portugal, analyzing the legal framework, organizational practices, and challenges faced by social economy organizations and for-profit companies as contexts for the integration of informal caregivers. The theoretical analysis highlights relevant legislative advances in the valorization and integration of informal caregivers. However, it is possible to note the existence of practical gaps that limit its effectiveness, namely due to excessive bureaucracy, lack of dissemination of the Statute, and insufficient support. The dissertation used a qualitative, exploratory, and descriptive methodology, allowing the analysis of the ECI to be associated with observation in the work context, understanding the reality experienced by informal caregivers. In summary, although the implementation of the ECI is a legal and social evolution in the protection and recognition of informal caregivers, there is a need to further develop and consolidate the legal framework.
