Abstract(s)
Essa dissertação tem por objetivo analisar o nível de acesso e de transparência das
informações públicas disponibilizadas pelos gestores nos portais dos Institutos Federais
de Educação do Brasil. Para proporcionar melhor estruturação das ideias, optou-se por,
em primeiro lugar, se proceder a uma revisão sistemática de literatura. A mesma foi
efetuada em subcapítulos, sendo que, no primeiro deles, foram abordados aspectos
gerais relativos à Lei de Responsabilidade Fiscal (LRF), servindo esta como
contextualização para, na sequência, tratar aspetos pertinentes à gestão pública no
Brasil, à transparência e à accountability na Administração Pública. Trata-se de revisão
sistemática de literatura, com coleta de dados realizada a partir do Portal CAPES,
mediante a informação dos seguintes critérios de inclusão: adequação ao objetivo e tema
dessa pesquisa, qual seja, Transparência das informações públicas nos portais dos
institutos federais de educação versus a obrigatoriedade da legislação federal;
atendimento aos descritores da pesquisa (transparência pública, accountability, Governo
Eletrônico, acesso à informação, Governo Aberto); disponibilização de acesso ao texto
completo. A questão norteadora da pesquisa foi a seguinte: em que nível de acesso e de
transparência encontram-se as informações públicas disponibilizadas pelos gestores nos
portais dos Institutos Federais de Educação do Brasil? Em seguida, usando uma
aborgem qualitativa, procedeu-se à análise de conteúdo dos Portais dos Institutos
Federais de Educação do Brasil, usando um instrumento de análise desenvolvido com
base na revisão da literatura. Após analisados os sites concluímos que, atualmente, os
Websites ainda apresentam falhas consideráveis na apresentação das informações, não
estando todos eles cumprindo integralmente o que dita a lei, sendo que, de todos os
Institutos Federais analisados, somente quatro disponibilizam todos os itens
mencionados no texto legal para acesso pelo público em geral. Contudo, acredita-se
que, ainda que a disponibilização das informações básicas ao público em geral seja
deficiente, elas são compreensíveis e úteis para o público, com disponibilização na
forma de links. A contribuição que a tese fornece à comunidade científica consiste em
abordagem centrada no cumprimento – ou não – do dever de transparência na
disponibilização de informações públicas nos portais dos Institutos Federais de
Educação do Brasil. As limitações do trabalho são relativas à escassez de literatura
existente com a mesma proposta desse estudo, o que o torna original, mas dificulta a
discussão dos resultados.
This dissertation aims to analyze the level of access and transparency of public information provided by managers on the portals of the Federal Institutes of Education of Brazil. To provide better structuring of the ideas, it was firstly decided to carry out a systematic literature review. It was done in subchapters, and in the first one, general aspects related to the Fiscal Responsibility Law (LRF) were approached, serving as a contextualization to, after that, deal with pertinent aspects to the public management in Brazil, the transparency and the accountability in Public Administration. This is a systematic literature review, with data collected from the CAPES Portal, by informing the following inclusion criteria: adequacy to the objective and theme of this research, ie Transparency of public information on the portals of the federal institutes of education versus the obligation of federal law; meeting research descriptors (public transparency, accountability, e-Government, access to information, Open Government); providing full text access. The guiding question of the research was as follows: at what level of access and transparency are the public information provided by managers on the portals of the Federal Institutes of Education in Brazil? Then, using a qualitative approach, we proceeded to the content analysis of the portals of the Federal Institutes of Education of Brazil, using an analysis tool developed based on the literature review. After analyzing the websites we conclude that, currently, the websites still have considerable flaws in the presentation of the information, not all of them fully complying with the law, and of all the Federal Institutes analyzed, only four make available all the items mentioned in legal text for access by the general public. The contribution that the thesis provides to the scientific community consists in an approach focused on the fulfillment – or not – of the duty of transparency in the availability of public information in the portals of the Federal Institutes of Education of Brazil. The limitations of the work are related to the scarcity of existing literature with the same proposal of this study, which makes it original, but makes it difficult to discuss the results.
