Abstract(s)
A Administração pública, assim como a iniciativa privada, necessita desenvolver meios de implementar Programas de Gestão do Conhecimento (PGC) eficazes para a produção, a retenção e compartilhamento do conhecimento e uma ferramenta útil para a transformação de conhecimento tácito em explícito e internalização do conhecimento é a sistematização deste através de manuais. Sendo assim, como objetivos do presente projeto, estão o de desenvolver um Manual de Gestão e Fiscalização de Contratos para o Instituto Federal de Educação Ciência e Tecnologia de Mato Grosso do Sul (IFMS) e sistematizar todas as etapas para sua elaboração, identificando possibilidades de melhorias adequados às organizações contemporâneas. Para tanto, fora desenvolvida análise qualitativa através de pesquisa bibliográfica com o estudo do design instrucional considerando o planejamento do material instrucional e seus contributos quanto a aprendizagem, levando em consideração que a finalidade do manual não é apenas o de fornecer informação, mas o de instruir. Foram analisados documentos internos e externos através da coleta de dados de natureza descritiva por meio de solicitação de informações de livre acesso pelo Sistema Eletrônico do Serviço de Informações ao Cidadão (E-SIC). Da análise do benchmarking interno e externo com base nos manuais recebidos, efetuou-se a seleção de Best Practices que poderiam ser customizadas e adotadas no IFMS. Dos documentos analisados, quase 1/3 (um terço) da amostra de órgãos públicos federais não possuem nenhum tipo de referencial para gestão e fiscalização de contratos. O manual proposto fora elaborado integrando os fundamentos da tecnologia da informação e software social – Web 2.0, através da elaboração e atualização em formato colaborativo com a tecnologia Wiki com possibilidade de criação de um ambiente de aprendizagem e-learning. A descrição das etapas servirá para a produção de novos materiais instrucionais com base em um referencial teórico, contribuindo para retenção e aprimoramento do conhecimento organizacional.

Internal and external documents were analyzed through the collection of data of a descriptive nature by requesting information freely accessible by the Electronic System of the Citizen Information Service (E-SIC). From the analysis of internal and external benchmarking based on the manuals received, a selection of Best Practices was made, which could be customized and adopted in the IFMS. Of the analyzed documents, almost 1/3 (one third) of the sample of federal public agencies do not have any type of reference for contract management and inspection. The proposed manual had been prepared integrating the fundamentals of information technology and social software - Web 2.0, through the elaboration and updating in collaborative format with Wiki technology with the possibility of creating an e-learning learning environment. The description of the steps will serve for the production of new instructional materials based on a theoretical framework, contributing to the retention and improvement of organizational knowledge.
