A falta de aplicação das metodologias de Avaliação da Qualidade em Edifícios em Portugal
contribui, negativamente, para a construção de habitações sem a definição de um nível
Qualidade apropriado. A Qualidade na construção é um aspeto importante a considerar na
aquisição de uma habitação. De acordo com a NP EN ISO 9000, entende-se por Qualidade
como o grau de satisfação de requisitos dado por um conjunto de características intrínsecas.
Nesta dissertação é proposto um método de Avaliação da Qualidade de Habitações
Existentes, organizado de modo a conter um conjunto de Critérios de Avaliação que propõem
estabelecer o nível de Qualidade de determinada habitação existente. Os Critérios
considerados na estrutura desta metodologia, para além de se adaptarem às particularidades
da construção em Portugal, foram selecionados de modo a satisfazer os requisitos que se
consideram ser os mais importantes para a maioria dos utilizadores portugueses.
Os edifícios existentes, de acordo com a sua idade, estão expostos a fatores de degradação que
muitas vezes afetam o seu grau de Qualidade. A inclusão deste parâmetro no método
proposto é uma das principais diferenças quando comparado aos métodos existentes de
Avaliação da Qualidade em Fase de Projeto.
The absence of application methodologies for the Quality Assessment of Buildings in Portugal does not contribute to the construction system of housing with the definition of an appropriate Quality level. The Quality in construction is an important aspect to consider when purchasing a home. In accordance with NP EN ISO 9000, Quality means the degree of satisfaction of requirements for a given set of intrinsic characteristics. The method proposed for Quality Assessment of Existing Housing is organized in order to contain a set of Evaluation Criteria as a propose to establish a certain level of Quality to a given existing dwelling. The Criteria considered in the framework of this methodology, is adapted to the peculiarities of construction in Portugal, and is established to meet the requirements that are regarded as the most important for Portuguese users. The existing buildings, according to their aging, are exposed to some degradation factors that may affect its degree of Quality. The inclusion of the aging is one of the main differences between the method to here in developed and the existing methods for Quality Assessment.
