Abstract(s)
Em um contexto em que as instituições públicas e privadas buscam continuamente a
excelência da gestão e a melhoria na prestação dos serviços, a governança é uma das
práticas contemporâneas que vêm sendo adotada não só como um modelo de avaliação e
monitoramento, mas também de transparência. Essa é uma demanda crescente na
sociedade brasileira e nos órgãos públicos, advinda da real necessidade em acompanhar
a aplicação dos recursos públicos, orientar a atuação institucional em busca de resultados
e combater os casos de corrupção. Para isso a institucionalização de um modelo de
governança representa não só um desafio para os gestores públicos, mas a oportunidade
de fazer uso da tecnologia da informação, em especial, do Business Intelligence como
forma de garantir agilidade no acesso e no processamento das informações. Para isso,
através deste trabalho, propõe-se a construção de um protótipo de sistema de BI a ser
adotado como prática da governança por resultados em uma instituição pública brasileira,
voltada para a área da educação, de modo não só a apoiar as tomadas de decisão dos
gestores, mas também a permitir a eficiência e a transparência pública, e ainda, minimizar
as dificuldades no acesso, no gerenciamento de diversos sistemas de BI e as assimetrias
informacionais existentes na Administração Pública. A metodologia empregada foi a
Design Science Research pois possibilita o envolvimento tanto do pesquisador quanto do
grupo interessado no desenvolvimento de artefatos que permitam a busca por soluções
satisfatórias aos problemas práticos da organização. A análise de resultados demonstrou
que a proposta é adequada para a prática da governança dos resultados, em especial, a da
transparência ativa, pois é capaz de apresentar indicadores de desempenhos relevantes e
atuais sobre as ações públicas desenvolvidas pela Instituição de uma forma mais dinâmica
e ágil.
In a context where public and private institutions continually seek excellence of management and improvement in the provision of services, governance is one of the contemporary practices that have been adopted not only as a model of evaluation and monitoring, but also of transparency. This is a growing demand in Brazilian society and in public agencies, coming from the real need to monitor the application of public resources, to guide institutional activities in search of results and to combat the corruption cases. For this, the institutionalization of a governance model represents not only a challenge for public managers, but also the opportunity to make use of information technology, in particular, Business Intelligence as a means of ensuring agility in access and processing information. For this, through this work, it is proposed the construction of prototype BI system to be adopted as a practice of results based governance in a Brazilian public institution, focused on the area of education, not only to support the managers, but also to allow efficiency and public transparency, and to minimize the difficulties in access, in the management of various BI systems and the informational asymmetries existing in Public Administration. The methodology used was Design Science Research because it allows the involvement of both the researcher and the group interested in the development of artifacts that allow the search for solutions satisfactory to the practical problems of the organization. The analysis of results showed that the proposal is adequate for the practice of governance of results, especially active transparency, since it is capable of presenting relevant and current performance indicators on the public actions developed by the Institution in a more dynamic and agile.
