Abstract(s)
Esta pesquisa tem como objetivo avaliar os resultados da implementação do Programa de
Reestruturação e Expansão das Universidades Federais – REUNI no ensino superior Brasileiro e
particularmente nas Instituições Federais do Estado do Rio de Janeiro, através do enfoque do
modelo Joined-up Government.
Os resultados obtidos permitem-nos concluir que as metas globais estabelecidas no Programa não
foram alcançadas e que a prevalência de alunos matriculados no ensino superior privado foi
mantida. Argumentamos, ainda, que o Programa REUNI pode não ter funcionado por ter sido
instituído unilateralmente e/ou por ter sido implementado com ferramentas de gestão por resultados
ao invés do que é preconizado e que emerge de nossa revisão de literatura.
This research evaluated the implementation of the Restructuring and Expansion Program of Federal Universities – REUNI in the Federal Institutions of Higher Education in the State of Rio de Janeiro – Brazil through a Joined-up Government model perspective. Our main motivation was understand the result and consequences of Public Management decisions in higher education institutions. The results obtained allow us to conclude that the global goals established in the Program were not achieved and that the prevalence of students enrolled in private higher education was maintained. We also argued that REUNI may not have worked because it was unilaterally instituted and because it was implemented with results-based management tools, rather than what is advocated and emerges from our literature review.
