Abstract(s)
Este trabalho de dissertação tem como objetivo principal contribuir para a caraterização, tanto quanto possível, na medida em que a informação carece de escassez, desactualização e dispersão, o setor da economia social nos Açores. Trata-se de uma região atlântica que se singulariza pela sua dimensão (nove ilhas) dispersa ao longo de 600 quilómetros, caraterística que confere profundidade a Portugal e à Europa e entrelaça desde a epopeia dos descobrimentos o Velho e o Novo Mundo.
Atentos às suas especificidades geográficas, sociais e económicas procuramos mapear – quase cartografar - e apreender a realidade da economia social na região portuguesa mais periférica da Europa que, ainda hoje, apesar de todos os apelos em sentido contrário, mantém vivas a auto-ajuda, a cooperação e a solidariedade. Princípios que a Região entronizou no Império do Divino e anualmente, na segunda-feira do Espírito Santo, comemora como o seu Dia.
De caráter exploratório, este trabalho de investigação baseou-se na triângulação de informação recolhida através de dados primários e secundários. Com efeito, foram realizadas entrevistas semiestruturadas a atores-chave do setor cooperativo e social e analisadas bases de dados de entidades públicas e privadas.
É possivel verificar que a economia social está presente nos Açores, desde do início do povoamento do arquipélago, primeiramente corporizada nas irmandades e confrarias, e depois nas misericórdias. Com altos e baixos, de acordo com as dinâmicas da sociedade, a economia social na Região chega aos nossos dias com provas dadas de vitalidade e da valia da atividade que, em diferentes áreas e setores, desenvolve em prol do bem comum.
No entanto, conclue-se que é imperativo, não só em nome das boas práticas, mas sobretudo pelos ganhos que se alcançam, desde logo, no curto prazo, colher e trabalhar dados e informação complementar necessária à adequada e permanente atualização da Conta Satélite da Economia Social, bem como à criação de uma base de dados de âmbito regional que permita uma melhor gestão dos equipamentos e demais recursos alocados ao setor.
This dissertation work has as main objective to contribute to the characterization, as much as possible, insofar as information lacks scarcity, outdated and dispersion, the social economy sector in the Azores. It is an Atlantic region that stands out for its size (nine islands) spread over 600 kilometers, a characteristic that provides depth to Portugal and Europe, and intertwines the Old and New Worlds since the epic times of the Discoveries. Attentive to its geographical, social and economic specificities, we seek to represent – almost map – and apprehend the reality of the social economy sector in the most peripheral Portuguese region of Europe. Even today, and despite all distractions to the contrary, this region has kept self-help, cooperation and solidarity alive: values that have been enthroned in the concept of the Império do Divino (Empire of the Divine) and that are annually celebrated on Holy Ghost Monday, which is simultaneously the “Day of the Azores”. Of an exploratory nature, this research work was based on the triangulation of information collected through primary and secondary data. Indeed, semi-structured interviews were carried out with key actors in the cooperative and social sector and databases of public and private entities were analyzed. It is possible to verify that the social economy sector has been present in the Azores, since the beginning of the population of the archipelago, first embodied in fraternities and brotherhoods, and later in holy houses of mercy. With ups and downs, according to the dynamics of society, social economy in the Region reaches our days with evidence given of the vitality and value of the activity it develops for the common good, in different areas and sectors. Not only in the name of good practices, but above all, for the gains that could be achieved, one must conclude that it is imperative, in the short term, to collect and work with data and complementary information necessary for the adequate and permanent updating of the Satellite Account of Social Economy, as well as to create a regional database that would allow for an optimized management of social equipment and other resources allocated to the sector.
