Abstract(s)
Esta dissertação de mestrado pretende identificar quais as áreas chave para avaliar e promover a maturidade da gestão de projetos nas empresas de construção, em particular de reabilitação e remodelação. As empresas de construção civil são pela sua natureza consideradas empresas orientadas para projetos – Project Based Firms (PBF) – como consequência têm maior facilidade de assimilação de metodologias de gestão de projetos. Por ser uma área em que o sucesso da organização depende maioritariamente da taxa de conclusão de projetos com sucesso, a aplicação de modelos de maturidade da gestão de projetos (MMGP) a este setor de atividade assume ainda mais relevância. Da revisão da literatura (RL) desenvolvida percebe-se que este tema não tem sido muito investigado nos últimos anos. Uma vez que existem pelo menos trinta e dois modelos de maturidade, pelo menos tantos quanto os que foram identificados nesta investigação, existe apenas um específico para a construção em geral, e nenhum para o segmento da reabilitação e remodelação, ao contrário do que existe para outros setores de atividade, nomeadamente para a indústria das tecnologias de informação. Esta investigação vem então no sentido de identificar as características necessárias que um MMGP deve ter para medir de forma eficaz a maturidade da gestão de projetos nas empresas de reabilitação e remodelação, e ainda apresentar uma proposta de MMGP para as PBF de reabilitação e remodelação portuguesas. Para tal empreendeu-se num estudo de cariz exploratório, através de uma pesquisa qualitativa e entrevistas semi-estruturadas, cujas transcrições integrais foram objeto de análise de conteúdo. A análise de dados acabou por revelar que a categorização das PBF de reabilitação e remodelação não tem par na literatura, uma vez que na classificação que mais se aproximou da caracterização levada a cabo pelos entrevistados apenas apresentou uma correspondência de 50%. A análise veio confirmar a definição de sucesso proposta por Archibald & Prado (2015), uma vez que os entrevistados identificaram praticamente as mesmas métricas para o aquilatar. Da conjugação das descobertas com a RL verificou-se que o modelo MMGP-Prado é, pelas suas características e pelas características dos projetos que as PBF objeto deste estudo executam, o mais apto, pese embora não possa ser aplicado tal e qual. E é daí que nasce a proposta de MMGP para as PBF de reabilitação e remodelação portuguesas. Esta proposta consiste na adaptação do modelo MMGP-Prado às características e especificidades destas organizações.
This master’s dissertation sought to identify the more relevant attributes/factors there are to measure project management maturity of Portuguese rehabilitation and remodeling project based firms (PBF). Construction firms are considered PBF by nature since that they tend to show more likeness to implement project management methodologies. Being construction a business endeavor that depends on project outcome to be successful, the implementation of project management maturity models in such organizations seems to be of increased interest/value. The state of the art showed that this issue is not being targeted for research in recent years. Thirty-two maturity models were identified and there is only one that have been developed for the purpose of measuring the project management maturity of construction projects, as well as none being implemented in rehabilitation or remodeling projects, in opposition to other areas such as the information technology sector. The present research aims to identify the characteristics that a model must have to successfully assess project management maturity in Portuguese rehabilitation and remodeling PBF and to propose a project management maturity model to assess project management capabilities of Portuguese rehabilitation and remodeling PBF. To achieve that this dissertation developed an exploratory research, through qualitative analysis, by conducting semi structured interviews, that were integrally transcribed in order to perform a content analysis. The further analysis revealed that no categorization was ever made for rehabilitation and remodeling PBF, and that in fact the one that better suited its needs only achieved a 50% match. It also confirmed the definition for success proposed by Archibald & Prado (2015) once the interviewees identified the same performance indicators to assess it. Based on these findings it was determined that the MMGP-Prado was the best suited model to assess Project Management Maturity in Portuguese rehabilitation and remodeling PBF according to their characteristics and to the characteristics identified on the projects they execute, but not without some tuning. And it is based on these prerogatives that this study developed a new model, by adapting the MMGP-Prado model to the characteristics and specificities of these organizations.
