| dc.description.abstract | A presente dissertação insere-se no âmbito do Mestrado em Gestão das Organizações – Gestão Pública, realizado no ISCAP, centrando-se no estudo Sistema de Gestão da Segurança Operacional (SGSO) do Aeródromo Municipal de Vilar de Luz (LPVL), sendo a Câmara Municipal da Maia simultaneamente proprietária e a gestora desta infraestrutura aeronáutica. Este trabalho foi desenvolvido em conformidade com os requisitos legais e regulamentares considerados pelo Operador do Aeródromo, com enfoque na análise de risco (GRSO), bem como nas medidas de melhoria decorrentes crescimento profissional dessa análise, mitigadoras dos riscos identificados. O início da dissertação contempla uma apresentação detalhada do Aeródromo Municipal de Vilar de Luz e seus objetivos, seguida pela exposição da teoria subjacente ao tema central da pesquisa. O trabalho continua com a apresentação dos dados relativos à identificação de perigos associados à segurança operacional (Safety), juntamente com as medidas mitigadoras correspondentes. Por fim, são apresentadas as conclusões finais. Este estudo pretende contribuir de forma relevante para o aprofundamento do conhecimento sobre a segurança operacional em infraestruturas aeronáuticas, fornecendo uma base sólida para futuras melhorias. Os resultados desta investigação poderão servir como um recurso estratégico para outros aeródromos de dimensão semelhante, reforçando o impacto positivo a nível nacional no setor da aviação. Para além disso o processo colaborativo com o Aeródromo permitiu uma análise crítica e abrangente, potenciando o desenvolvimento de novas práticas que beneficiam tanto os profissionais da área como as comunidades envolventes. As recomendações propostas visam não apenas mitigar riscos identificados, mas também promover uma cultura de segurança contínua e sustentável no Aeródromo Municipal de Vilar de Luz. No cerne desta investigação está a aspiração de que os resultados e recomendações apresentados possam servir como um valioso recurso para impulsionar práticas mais seguras e eficazes, promovendo assim uma cultura de segurança operacional no contexto aeroportuário de Vilar de Luz. | pt_PT |
| dc.description.abstract | This dissertation is part of the Master's Degree in Organizational Management – Public Management, carried out at ISCAP, focusing on the study of the Operational Safety Management System (SGSO) of the Vilar de Luz Aerodrome (LPVL), with the Municipality of Maia simultaneously owning and managing this aeronautical infrastructure. This work was developed in accordance with the legal and regulatory requirements considered by the Aerodrome Operator, with a focus on risk analysis (GRSO), as well as on the improvement measures derived from this analysis, mitigating the identified risks. The dissertation begins with a detailed presentation of the Vilar de Luz Municipal Aerodrome and its objectives, followed by an exposition of the theory underlying the central theme of the research. The work continues with the presentation of data related to the identification of hazards associated with operational safety (Safety), along with the corresponding mitigating measures. Finally, the conclusions are presented. This study significantly contributes to the advancement of knowledge on operational safety in aeronautical infrastructures, providing a solid foundation for future improvements. The proposed recommendations aim not only to mitigate identified risks but also to promote a continuous and sustainable safety culture at the Vilar de Luz Municipal Aerodrome. Furthermore, the results of this research may serve as a strategic resource for other aerodromes of similar size, reinforcing the positive impact at a national level in the aviation sector. The collaborative process with the Aerodrome allowed for a critical and comprehensive analysis, fostering the development of new practices that benefit both professionals in the field and the surrounding communities. At the heart of this research is the aspiration that the results and recommendations presented can serve as a valuable resource to drive safer and more effective practices, thus promoting a culture of operational safety in the airport context of Vilar de Luz. | pt_PT |
