Abstract(s)
A presente dissertação teve como objetivo avaliar os efeitos da Política de Coesão da União Europeia (UE), no período de programação 2014-2020, ao nível das sub-regiões NUTS III portuguesas, dando especial ênfase aos aspetos do bem-estar e qualidade de vida subjacentes à coesão social.
Inserida no domínio da Gestão Pública, esta investigação adota uma metodologia quantitativa por meio da aplicação de um modelo econométrico System GMM, com uma transformação que combina equações em diferenças e níveis (especificada como “ld”), para analisar a relação entre os fundos da Política de Coesão e o desenvolvimento regional com recurso a um índice multidimensional – o Índice Sintético de Desenvolvimento Re-gional (ISDR) - índice de coesão.
Os resultados sugeriram um efeito positivo e estatisticamente significativo da Política de Coesão no desenvolvimento regional, contribuindo para a melhoria da qualidade de vida nas regiões analisadas. Destacou-se a elevada persistência temporal do ISDR – ín-dice de coesão, o que é uma caraterística habitual em indicadores desta natureza, refle-tindo a inércia temporal dos processos de coesão social.
Os resultados reforçaram ainda a relevância da política regional de base local en-quanto instrumento de correção das assimetrias territoriais e promoção da coesão social (e económica) em Portugal.
Este trabalho fornece evidência empírica relevante para os decisores políticos e au-toridades responsáveis pela gestão dos Fundos da Política de Coesão.
The aim of this paper was to assess the effects of the European Union (EU) cohesion policy in the 2014-2020 programming period at the level of Portuguese NUTS III sub-regions, with a particular focus on aspects of well-being and quality of life underlying social cohesion. Falling within the field of Public Management, this research adopts a quantitative methodology through the application of a System GMM econometric model, with a trans-formation that combines equations in diferences and levels (specified as “ld”), to analyse the relationship between cohesion policy funds and regional development using a multi-dimensional index – the Synthetic Regional Development Index (ISDR) – cohesion index. The results suggested a positive and statistically significant effect of Cohesion Policy on regional development, contributing to the improvement of quality of life in the regions analysed. Also noteworthy was the high temporal persistence of the ISDR – cohesion index, which is a common feature of indicators of this nature, reflecting the temporal inertia of social cohesion processes. The results reinforced the relevance of the locally based regional policy as an instru-ment for correcting territorial asymmetries and promoting social (and economic) cohesion in Portugal. This work provides relevant empirical evidence for policymakers and authorities res-ponsible for managing Cohesion Policy Funds.
