O presente estudo aborda a gestão financeira nas associações juvenis em Portugal, recorrendo ao exemplo da YouthDream, uma associação juvenil dedicada à promoção dos Objetivos de Desenvolvimento Sustentável (ODS) propostos pelas Nações Unidas. Reconhecendo o papel crucial das associações juvenis no desenvolvimento social e comunitário, esta investigação propõe um modelo de gestão financeira em específico para a YouthDream, com o objetivo de demonstrar como qualquer associação pode criar um modelo adequado à sua realidade e necessidade, de modo assegurar a sustentabilidade e a transparência destas entidades. A investigação inicia-se por um levantamento de todos os parâmetros que regem o funcionamento financeiro das associações, desde o que as caracteriza até às suas obrigações fiscais, estabelecendo um panorama geral a qualquer associação juvenil no que concerne à sua dinâmica financeira. Posteriormente, para construir a proposta do modelo, foram elaboradas entrevistas semiestruturadas com os coordenadores dos diferentes departamentos da YouthDream, que permitiram identificar as práticas financeiras atuais, os desafios enfrentados e as oportunidades de melhoria. Assim, conciliando a informação recolhida na revisão documental, com o levantamento feito nas entrevistas, foi proposto um modelo de gestão financeira para a associação. O estudo revela que, apesar das limitações inerentes à natureza voluntária destas entidades e ao baixo volume de transações, a implementação de práticas de gestão financeira mais estruturadas pode fortalecer significativamente a capacidade das associações juvenis de maximizarem os seus recursos e alcançarem os seus objetivos sociais. A proposta de modelo de gestão financeira aqui apresentada poderá ser adaptada a outras associações do terceiro setor, contribuindo para uma governança mais eficaz e para o fortalecimento do associativismo juvenil em Portugal.
This study addresses financial management in youth associations in Portugal, using the YouthDream association as a case study. YouthDream is dedicated to promoting the United Nations' Sustainable Development Goals (SDGs). Recognizing the crucial role of youth associations in social and community development, this research proposes a specific financial management model for YouthDream, demonstrating how any association can create a model tailored to its reality and needs, ensuring the sustainability and transparency of these entities. The investigation begins with a comprehensive overview of the financial framework governing youth associations, from their defining characteristics to their fiscal obligations, providing a general overview of the financial dynamics relevant to any youth association. Subsequently, to develop the model, semi-structured interviews were conducted with YouthDream's department coordinators, allowing for the identification of current financial practices, challenges faced, and opportunities for improvement. By combining the information gathered from the literature review with the insights from the interviews, a financial management model was proposed for the association. The study reveals that, despite the limitations inherent in the voluntary nature of these entities and the low transaction volume, implementing more structured financial management practices can significantly enhance youth associations' capacity to maximize their resources and achieve their social objectives. The proposed financial management model can be adapted to other third-sector associations, contributing to more effective governance and strengthening youth associativism in Portugal.
