Abstract(s)
A globalização económica permitiu aproximar setores, convergindo objetivos sociais com modelos de gestão e permitindo que barreiras setoriais deixassem de existir. Neste contexto, surge o quarto setor que, apesar de continuar a ser amplamente estudado, tem crescido de forma exponencial nos últimos anos. Uma vez que é um fenómeno recente, a presente investigação apresenta como principal objetivo analisar o papel do quarto setor, explanando a sua importância, nas organizações do terceiro setor do concelho de Ovar, em contexto de cerca sanitária devido à SARS-CoV-2. Pretende-se considerar a perspetiva destas organizações dada a sua vulnerabilidade em situações de crise.
Devido à natureza exploratória do estudo, foi adotada uma metodologia qualitativa que incorporou a realização de duas entrevistas, ao primeiro e terceiro setor, e questionários às organizações do segundo setor. Para analisar os dados recorreu-se ao Nvivo e foram criadas cinco dimensões: necessidades, expetativas, motivações, criação de redes híbridas e papel diferenciador.
Os resultados sugerem que a pandemia de SARS-CoV-2 afetou de uma forma bastante impactante o concelho, especialmente as organizações do terceiro setor. As necessidades evidenciadas por estas organizações foram colmatadas pelos apoios fornecidos pelo quarto setor, especialmente pelas vertentes do voluntariado informal e das redes híbridas. As motivações, considerando as organizações híbridas, foram essencialmente para colmatar a COVID-19 no concelho. Por sua vez, verificou-se a criação de redes híbridas, tendo sido a vertente de quarto setor que apresentou um papel mais impactante e significativo para mitigar o vírus no concelho. Apesar disso, constatou-se que a falta de regulamentação e organização não permitiu explorar de forma plena este setor neste contexto de crise.
Economic globalization has brought sectors closer together, converging social objectives with management models and allowing sectoral barriers to cease to exist. In this context, the fourth sector emerges, which, despite continuing to be widely studied, has grown exponentially in recent years. Since it is a modern phenomenon, this present research as its main objective to analyze the role of the fourth sector, explaining their importance, in the organizations of the third sector of Ovar, in the context of sanitary fence due to SARS-CoV-2. It is intended to consider the perspective of these organizations given their vulnerability in crisis situations. Due the exploratory nature of the study, a qualitative methodology was adopted which incorporated two interviews to first and third sector and questionnaires to the organizations of the second sector. To analyze the data, Nvivo was used and five dimensions were created: needs, expectations, motivations, creation of hybrid networks and differentiating role. The results suggest that the SARS-CoV-2 pandemic affected Ovar in a very impactful way, especially the third sector organizations. The needs highlighted by these organizations were addressed by the support provided by the fourth sector, especially through the aspects of informal volunteering and hybrid networks. The motivations, considering hybrid organizations, were essentially to bridge COVID-19 in the county. In turn, the creation of hybrid networks was found, and it was the area of fourth sector that presented a more impactful and significant role to mitigate the virus. Nevertheless, it was found that the lack of regulation and organization did not allow full use of this sector in this context of crisis.
