Abstract(s)
O atual contexto de instabilidade e vulnerabilidade acrescido da expectativa do aumento da população urbana enfatizam a premência e a urgência da temática sobre o desenvolvimento sustentável das cidades. Com isso, cidades como o Rio de Janeiro, que possuem uma vasta população segregada em assentamentos precários, necessitam de programas eficazes para a construção de habitação de interesse social (HIS). A indústria da construção civil possui, por isso, um papel fundamental na operacionalização dos programas de incentivo à edificação sustentável nas dimensões econômica, social e ambiental, de forma a contribuir para a Agenda 2030. Diante disso, esta pesquisa se propôs a compreender como a construção de HIS sustentável está alinhada com as dimensões da sustentabilidade da cidade do Rio de Janeiro. Para tanto, desenvolveu-se um estudo subdividido em duas partes: a primeira, que procurou identificar dados representativos sobre HIS e particularidades da integração da sustentabilidade na construção civil e na sociedade, à luz da literatura; e a segunda, que objetivou observar o ponto de situação da edificação sustentável no Brasil, segundo a percepção de variados profissionais dos domínios da Arquitetura e da Engenharia Civil. O estudo foi desenvolvido a partir de dados coletados em pesquisa bibliográfica e da consolidação dos resultados obtidos por meio da aplicação de entrevistas semiestruturadas. Os principais resultados encontrados demonstram que, a maior barreira para a consolidação da edificação sustentável no Brasil é o custo. Assim, a construção de HIS sustentáveis, além de beneficiar inestimavelmente o contexto social, é capaz de promover a mudança comportamental e assim, cada vez mais, provocar um menor impacto ambiental. Para mais, se a edificação sustentável for aplicada à HIS, torna-se, de forma progressiva, economicamente viável. Conclui-se então que projetos de incentivo local específicos relacionados com a HIS sustentável são essenciais para promover e contribuir de forma sistêmica e transversal para o desenvolvimento sustentável da cidade carioca.
The current context of instability and vulnerability added by the expectation of an increase in the urban population emphasizes the need and urgency of the sustainable development theme in cities. In addition, cities like Rio de Janeiro, which have a large population segregated living in precarious settlements, this reality needs to be faced with effective social interest housing construction programs. Therefore, the construction industry has an important mission to operationalize programs to encourage sustainable construction in the economic, social and environmental spheres, in order to contribute to the 2030 Agenda. For this reason, this research aims to understand how the sustainable social interest housing aligns with the overall sustainable development of the city of Rio de Janeiro. This study was developed in two parts: the first, seeking and identifying significant data about the social interest housing and particularities of sustainable integration in the construction industry and society, based on literature; and the second, focusing on the current status of sustainable building in Brazil, according to the perception of various professionals in the fields of Architecture and Civil Engineering. The study was developed from data collected in bibliographic research and consolidation of the results obtained through the application of semi-structured interviews. The main results obtained show that the biggest barrier to the consolidation of sustainable building in Brazil is related to costs. In this way, the construction of sustainable social interest housing, in addition to invaluable benefits in the social context, is also capable of promoting change in behavior and thus, increasingly, promoting a lower environmental impact. Furthermore, if sustainable building were applied to social interest housing, it would become economically viable progressively. Therefore, it is concluded that specific local incentive projects related to sustainable social interest housing are essential to promote and contribute in a systemic and transversal way to the overall sustainability of Rio de Janeiro city.
