Abstract(s)
O objectivo deste trabalho foi desenvolver um estudo da eco-eficiência de uma empresa
de serviços, cuja actividade compreende a recolha e transporte de resíduos sólidos
urbanos no Concelho da Maia. Procedeu-se à análise do desempenho operacional e
ambiental, incluindo os aspectos energéticos, numa perspectiva de eco-eficiência,
relacionados com o desenvolvimento da actividade empresarial da Maiambiente –
Empresa Municipal do Ambiente E.M. Foram ainda sugeridas acções que possibilitem a
melhoria dos indicadores de eco-eficiência permitindo atingir não só objectivos
empresariais mas também ambientais.
A primeira etapa consistiu num levantamento das condições organizacionais e ambientais
da empresa. Para tal foi desenvolvido um enquadramento da empresa, ao nível da
organização dos serviços e da sua gestão, passando pela análise económica e
operacional dos seus resultados, tendo igualmente presente os seus resultados
ambientais. A análise foi efectuada tendo como referência, sempre que possível, o último
triénio de actividade da empresa (2005 a 2007).
A segunda etapa contemplou a aplicação e desenvolvimento de indicadores de ecoeficiência
mais relevantes para a empresa e respectivo sector de actividade, que possam
ser utilizados pela empresa para melhorar o seu desempenho. Este estudo permitiu
aplicar e desenvolver, portanto, um conjunto de indicadores que poderá ser aplicado ao
sector de actividade em que a empresa se inclui, permitindo a comparação entre
diferentes empresas. Pretende-se desta forma fomentar o desenvolvimento sustentável
das empresas deste sector de actividade, suportada em critérios de eco-eficiência
uniformes e comparáveis.
A terceira etapa consistiu na indicação de medidas, numa perspectiva de melhoria
contínua, que permitam à empresa melhorar o seu desempenho em termos de ecoeficiência.
Os indicadores utilizados na etapa anterior permitem que a empresa
monitorize e avalie os seus resultados obtidos, uma vez que podem ser usados como
instrumentos de gestão, servindo por exemplo para definição de metas e prioridades.
Da análise dos resultados obtidos percebe-se que a empresa melhorou globalmente de
2005 para 2006 sendo contudo que em 2007 registou uma regressão nos resultados
alcançados, muito motivada pela redução dos quantitativos transportados que não foi
acompanhada por uma redução nos aspectos ambientais considerados, que permitisse
manter ou aumentar os indicadores de eco-eficiência.
This work proposes to develop a study focused on the eco-efficiency of a services company with activity centered in the collection and transportation of urban solid wastes in the Maia Municipality. An operational and environmental performance analysis is carried out, including energetic aspects, in an eco-efficiency perspective, related to the development of the business activity of Maiambiente - Empresa Municipal do Ambiente E.M. Some actions that allow improving eco-efficiency’s indicators are suggested, permitting the attainment of the company goals, while at the same time pursuing mandatory environmental targets. The first stage consists on the research of organizational and environmental conditions. With that purpose in mind, the company’s profile is investigated at several levels: (i) starting on the service’s organization and management: (ii) analyzing the economical and operational results; (iii) and also considering the environmental results. The analysis is performed, whenever possible, having as a reference the last triennium of the company’s activity (from 2005 to 2007). The second stage contemplates eco-efficiency indicators with more relevance to the company and to its activity’s sector that can be useful for the company to improve its performance. Therefore, this study allowed to apply and develop a group of indicators suitable for application on the activity’s sector in which the company is included, and further comparisons between distinct companies. The purpose of this study is to optimize the sustainable development of companies belonging to the sector, supported by uniform, standardized and comparable eco-efficiency’s criteria. Finally, the third stage suggests actions to be considered, in a perspective of continuous improvement, that allow the company to improve its performance in the area of ecoefficiency. The indicators mentioned in the previous stage make possible to monitor, evaluate and control the organization’s results, and they can be further used to establish management skills, targets and priorities. Analyzing the calculated results it is possible to conclude that there was an improvement of the organization from 2005 to 2006, although in 2007 the indicators decreased, strongly motivated by the transported waste reduction that was not followed by a reduction in the environmental aspects, capable of maintain or increase the eco-efficiency indicators.
