Abstract(s)
A proliferação dos sistemas de informação vem acontecendo a um ritmo cada vez mais
acelerado. Acompanhando esta proliferação de tecnologias, o Governo Federal do Brasil,
através do Decreto de lei nº 8.539 de 08 de outubro de 2015, dispõe sobre o uso de meio
eletrônico para a realização dos seus processos administrativos. Um sistema de processo
eletrônico busca minimizar o espaço físico e reduzir a produção excessiva de papel, dar
amparo ao trabalho em tempo real entre os diversos órgãos federais, melhorando a
velocidade de realização dos processos. Esta pesquisa consistiu em investigar a
implementação de sistemas de processo eletrônico no Instituto Federal de Mato Grosso
(IFMT) Campus São Vicente, buscando compreender como podem contribuir na
agilidade, praticidade, economicidade das rotinas de serviços e na gestão de processos e
documentos do órgão. Para alcançar esta compreensão, foi analisado o sistema de
informação atualmente utilizado no IFMT campus São Vicente o Sistema Unificado de
Administração Pública (SUAP) e também, o Sistema Eletrônico de Informação (SEI)
selecionado como referência para processos eletrônicos pelo governo federal do Brasil.
O estudo foi realizado através da metodologia investigação-ação, e exclusivamente com
métodos qualitativos. Deste modo, a coleta de dados, foi realizada através de manuais já
criados destes sistemas, e por entrevista aos membros da comissão responsável pela
implantação de sistema de processo eletrônico no Instituto Federal de Mato Grosso
(IFMT), apresentando como funcionam as operações de um sistema de processo
eletrônico, o modelo de implantação deste sistema de informação no órgão, que surge
para modernizar e melhorar o trabalho do setor público. Análise dos sistemas, comparou
suas funcionalidades e diferenças, permitindo verificar as mudanças da inovação
tecnológica através de um sistema de informação (SI), bem como as vantagens funcionais
do SEI, mas por outro lado o motivo da escolha do SUAP como sistema a ser implantado
no IFMT. Já com a entrevista compreendeu-se as estratégias de implantação no IFMT e
os objetivos do órgão com esta implantação, objetivos que se alinham com vantagens de
agilidade e praticidade nos serviços, bem como em gerar economia e atentar-se a
vantagens e contribuições sustentáveis.
The proliferation of information systems has been taking place at an ever-increasing pace. Accompanying this proliferation of technologies, the Federal Government of Brazil, through Decree No. 8,539 of October 8, 2015, provides for the use of electronic means to carry out its administrative processes. An electronic process system seeks to minimize the physical space and reduce the excessive production of paper, to provide support to the work in real time between the different federal agencies, improving the speed of realization of the processes. This research consisted in investigating the implementation of electronic process systems at the Federal Institute of Mato Grosso (IFMT) Campus São Vicente, seeking to understand how they can contribute to the agility, practicality, costeffectiveness of service routines and in the management of processes and documents of the agency. In order to reach this understanding, we analyzed the information system currently used in the São Vicente IFMT campus, the Unified Public Administration System (SUAP) and also the Electronic Information System (SEI) selected as reference for electronic processes by the federal government of Brazil. The study was carried out through the research-action methodology, and exclusively with qualitative methods. In this way, the data collection was done through manuals already created from these systems, and by interviewing the members of the commission responsible for the implementation of an electronic process system at the Federal Institute of Mato Grosso (IFMT), presenting how the operations of a system of electronic process, the model of implantation of this information system in the organ, which arises to modernize and improve the work of the public sector. Analysis of the systems, compared their functionalities and differences, allowing to verify the changes of the technological innovation through an information system (SI), as well as the functional advantages of the SEI, but on the other hand the reason for choosing the SUAP as a system to be implemented in the IFMT. The interview included the implementation strategies in the IFMT and the objectives of the body with this implementation, objectives that are aligned with advantages of agility and practicality in services, as well as generating savings and paying attention to sustainable advantages and contributions.
