Este trabalho pretende descrever o processo de desenvolvimento de um Plano Diretor Municipal de Iluminação Pública (PDM-IP). O referido plano, passa por alcançar soluções de melhoria da eficiência energética, de tal modo que as medidas implementadas se reflitam na redução dos consumos energéticos, da fatura energética e das emissões de CO2. De modo a que a rede de IP seja adequada, é essencial uma caracterização detalhada do seu estado atual. Assim, numa primeira fase, o levantamento das características da rede de IP a partir da utilização de mapas de IP que, quando complementados com dados e ferramentas SIG, permitem o enquadramento e identificação dos vários componentes da rede de forma célere e eficaz. A elaboração de um PDM-IP define uma metodologia de análise das zonas urbanas, da mobilidade urbana noturna, dos índices de criminalidade, das atrações visuais, pontos históricos e turísticos. É de extrema importância ter em conta as diretrizes municipais aquando da elaboração de um PDM-IP, entre as quais se destacam as zonas de iluminação pública, classificação das vias de acordo com as suas necessidades e normas de substituição. O Plano Diretor Municipal de IP permite uma melhor racionalização dos custos de investimento e de manutenção de IP e uma redução sustentada do respetivo consumo energético, através da elaboração de um plano de investimentos, de modo a fundamentar a tomada de decisão para cada rede em particular.
This paper aims to describe the process of developing a Municipal Public Lighting Master Plan (PDM-IP). This plan involves achieving solutions for improving energy efficiency, so that the measures implemented reflect on the reduction of energy consumption, energy bill and CO2 emissions. For the IP network to be adequate, a detailed characterization of its current state is essential. Thus, in a first phase, the survey of the characteristics of the IP network from the use of IP maps that, when complemented with data and GIS tools, allow the framing and identification of the various components of the network quickly and effectively. The elaboration of a PDM-IP defines a methodology for analysing urban areas, night urban mobility, crime rates, visual attractions, historical and tourist points. It is extremely important to consider the municipal guidelines when preparing a PDM-IP, among which stand out the areas of public lighting, classification of roads according to their needs and replacement standards. The Municipal IP Master Plan allows for a better rationalization of IP investment and maintenance costs and a sustained reduction of their energy consumption, through the elaboration of an investment plan, in order to support the decision making for each network.
