Abstract(s)
O Centro de Atividades e Capacitação para a Inclusão (CACI) e o Lar residencial (LR) constituem as principais respostas sociais no apoio a adultos com deficiência e incapacidade. Os preâmbulos dos regulamentos legais de ambas as respostas convergem para o desígnio de promoção da autonomia pessoal e social e da vida e participação na comunidade. O presente estudo teve como objetivo retratar a vida e participação na comunidade dos adultos apoiados, bem como, o perfil de necessidades de suporte e as oportunidades de escolha promovidas nas atividades decorridas em contexto de LR e CACI. O modo como estes constructos se relacionam foi também analisado, isto é, de que modo a intensidade de necessidades de apoio, a vida e participação na comunidade e as oportunidades de escolha se relacionam entre si. Desenvolveu-se um estudo de caso, que incidiu sobre 34 adultos apoiados pela resposta CACI de uma instituição, dos quais 11 estavam também apoiados pela resposta Lar Residencial. Sob análise estiveram indicadores descritivos da intensidade de necessidades de apoio (por aplicação da versão portuguesa SIS-A de Lopes-dos-Santos et al., 2020), da vida e participação na comunidade (por aplicação de uma versão modificada do índex de envolvimento na comunidade original de Raynes e Sumpton, 1989 modificada por Bigby, Bould & Beadle-Brown, 2015) e das oportunidades de escolha nas rotinas (por observação estruturada). Os resultados deste estudo reiteram que hoje a participação e vida na comunidade dos adultos apoiados pelo LR e CACI é pobre na: (i) frequência - apenas 5 de 20 atividades na comunidade (listadas no índex) são realizadas por cerca de 50% dos adultos; e (ii) experiência de participação - definida por pouco contacto social e conetividade com a comunidade. As experiências de atividade e participação estão sobretudo centradas no contexto institucional, com padrões relacionais onde as oportunidades de escolha parecem ser pouco promovidas. Os resultados vêm sublinhar a necessidade de se transformarem as políticas e práticas das respostas sociais - CACI e Lar Residencial – a fim de apoiar o desenvolvimento de experiências e apoios centrados na pessoa e na comunidade.

The preambles of the legal regulations of both responses converge towards the design of promoting personal and social autonomy and life and participation in the community. The present study aimed to portray the life and participation in the community of the supported adults, as well as the profile of support needs and the opportunities for choice promoted in the activities carried out in the context of RH and CATI. The way these constructs are related was also analyzed, i.e., how the intensity of support needs, life and participation in the community and opportunities for choice are related to each other. A case study was developed, which focused on 34 adults supported by the CATI response of an institution, of which 11 were also supported by the Residential Home response. Descriptive indicators of intensity of support needs (by applying the Portuguese version SIS-A of Lopes-dos-Santos et al., 2020), life and participation in the community (by applying a modified version of the original community involvement index of Raynes and Sumpton, 1989 modified by Bigby, Bould & Beadle-Brown, 2015) were analyzed and the mapping of opportunities for choice in routines (by structured observation). The results of this study reiterate that today the participation and life in the community of adults supported by RH and CATI is poor in: (i) frequency - only 5 out of 20 activities in the community (listed in the index) are performed by about 50% of adults; and (ii) participation experience - defined by little social contact and connectivity with the community. Activity and participation experiences are mostly centered in the institutional context, with low opportunities of choice. The results of our study underline the emergence of the need to transform the policies and practices of the social responses - CATI and Residential Home - in order to support the development of person and community-centered supports.
