Abstract(s)
O capital intelectual, representado pelo conjunto de conhecimento existente nas organizações, sejam públicas ou privadas, está em evidência nesta nova era. Os efeitos decorrentes do capital intelectual vão variar a depender do tipo das organizações. Os estudos sobre a temática têm se concentrado no setor empresarial, que tem por objetivo obter lucros. Quanto às organizações públicas de ensino, não se detectou estudos sobre o efeito do capital intelectual na criação de valor público, produzido mediante bons resultados, confiança e serviços de qualidade. Neste sentido, este estudo baseado em uma perspectiva qualitativa, sobre a percepção dos stakeholders, tem por objetivo responder duas questões de investigação: 1. Qual o efeito, e como o capital intelectual influencia a criação de valor público na instituição de ensino; 2. Qual a dimensão do capital intelectual mais importante para a criação de valor público na instituição de ensino. Na busca pelas respostas foi realizado um estudo de caso único em uma instituição de ensino pública brasileira, denominada IFMT-Campus Cáceres, que oferta cursos técnicos de nível médio e superior de tecnologia e bacharelado. Os dados foram obtidos por meio de entrevistas semiestruturadas, registros de arquivos e observação direta, que possibilitou uma triangulação, sendo tratados por meio de análise de conteúdo numa perspectiva longitudinal. Os resultados indicaram que os efeitos do CI na criação de valor público mais evidentes para os stakeholders na instituição de ensino são: qualidade dos serviços, melhorias e satisfação. A pesquisa também apontou que o efeito do capital intelectual no valor público decorre do efeito do capital intelectual no desempenho e coincidem com os atributos formadores de valor público. Apontou ainda, fatores existentes no ambiente organizacional que podem afetar negativamente esse processo.
The intellectual capital represented by the set of knowledge existing in organizations, whether public or private, is in evidence in this new time. The effects arising from intellectual capital will vary depending on the type of organization. Studies on the subject have been focused on the business sector, which aims to make a profit. As for public educational organizations, no studies on the effect of intellectual capital on the creation of public value, produced through good results, trust and quality services have been detected. In this sense, this study based on a qualitative perspective, on the perception of the stakeholders, aims to answer two research questions: 1. What is the effect, and how does intellectual capital influence the creation of public value in the educational institution; 2. What is the most important IC dimension to to create public value in the educational institution. In the search for the answers, a single case study was carried out in a Brazilian public education institution, called IFMT-Campus Cáceres, which offers technical courses of medium and higher level of technology and baccalaureate. The data were obtained through semi-structured interviews, archival records and direct observation, which allowed a triangulation, being treated through content analysis in a longitudinal perspective. The results indicated that the effects of CI on the creation of public, which are more important to the stakeholders in the educational institution are: quality of services, improvements and satisfaction. The research also pointed out that the effect of intellectual capital on public value stems from the effect of intellectual capital on performance and coincide with attributes that encompass the public value. He also pointed out factors in the organizational environment that could negatively affect this process.
