In the Brazilian public sector, the theme entered more recently, with the Joint Normative Instruction between the Ministry of Planning and Controladoria-Geral da União – CGU n. 01 (2016), an anti-corruption agency linked to the Federal Executive Branch, and with Decree n. 9.203 (2017), which provides for the governance policy of the direct federal public administration, autarchic and foundational, in which the Instituto Federal de Mato Grosso do Sul – IFMS and the Ministry of Education - MEC, to which this educational institution is linked, are situated. Despite these regulations, risk management in the Brazilian public sector encounters difficulties, for example, limitations in the definition of risk management policy – RMP. Thus, this study analyzes the consonance, advances and gaps of the RMP of the IFMS in relation to the RMPs of the CGU and the MEC, through documentary research. Although the RMP of the IFMS is aligned with the mission, objectives and institutional values and provides for a broader involvement of institutional actors, the analysis showed that it lacks structures that provide the necessary support for the implementation of risk management, as provided for in the CGU policy. The IFMS' RMP also lacks a risk management plan, as well as a technological tool that can contribute to risk management. For being a strategic body in the field of education and acting in the field of science, technology and innovation, the IFMS has a certain degree of risk appetite. However, it is relevant to implement measures so that it can remedy the gaps pointed out, minimizing the risks inherent to its activities.
