A temática da presente dissertação de mestrado tem como objetivo primordial o estudo das medidas implementadas pelo Serviço de Saúde da Região Autónoma da Madeira, Entidade Pública Empresarial da Região Autónoma da Madeira (SESARAM, EPERAM) no decorrer da pandemia contra o vírus SARS-CoV-2. De igual modo, pretende compreender o impacto que essas medidas tiveram na gestão de recursos humanos da entidade, que lida diretamente com grupos profissionais na área da saúde, cada um com características diferentes, numa altura tão delicada como os anos pandémicos. Finalmente, fez-se a análise das medidas, as que foram colocadas em prática somente para o combate da pandemia e as que prevaleceram após a cessação dos estados de emergência, calamidade e de alerta, assim como as repercussões que terão no futuro da gestão de recursos humanos na saúde.
The subject of this master's thesis is to study the measures implemented by the Health Service of the Autonomous Region of Madeira (SESARAM, EPERAM) during the pandemic against the SARS-CoV-2 virus. Likewise, it intends to understand the impact that these measures had on the human resources management of the entity, which deals directly with professional groups in the health area, each with different characteristics, at a time as delicate as the pandemic years. Finally, an analysis was made of the measures, those that were put into practice only to combat the pandemic and those that prevailed after the end of the states of emergency, calamity, and alert, as well as the repercussions they will have on the future of resource management humans in health.
