Abstract(s)
O estudo do impacto do processo de planeamento estratégico na eficiência, economia e
eficácia dos Hospitais portugueses em contexto de austeridade é o tema central desta
investigação. O principal objetivo desta investigação é apreender de que forma os
Hospitais E.P.E. planeiam estrategicamente, que instrumentos e indicadores utilizam
para a sua monitorização e quais os benefícios do planeamento estratégico face ao atual
contexto de austeridade.
O planeamento estratégico adquiriu muita importância também pelas consequências que
o incumprimento dos planos de negócios poderia acarretar. No limite, poderia mesmo
ditar o afastamento dos membros do Conselho de Administração, o que é bem
elucidativo em relação à posição da tutela sobre esta matéria. No atual cenário de
austeridade, a tutela passou a exercer um controlo mais apertado sobre o cumprimento
dos objetivos definidos para cada unidade hospitalar. Desta forma, o processo de
planeamento passou a ser mais rigoroso e exigente, gerando uma necessidade muito
maior de dados estatísticos e de relatórios de análise. Para isso, os Hospitais passaram a
utilizar instrumentos de monitorização estratégica bastante complexos de apoio à
tomada de decisão.
O cenário atual é premente, os Hospitais E.P.E. vivem sobre uma grande pressão
política e social e em condições de insustentabilidade financeira. Não obstante, verificase
que os Hospitais que utilizam uma forte componente de monitorização estratégica no
processo de planeamento aferem de melhores resultados.
The study of the impact of the strategic planning process on efficiency, economy and effectiveness of Portuguese hospitals in the context of austerity is the focus of this investigation. The main objective of this research is to understand how the Hospitals E.PE. plan strategically, what instruments and indicators to use in the process of monitoring and the benefits of strategic planning against the current context of austerity. Strategic planning also acquired great importance because for the consequences that failure of business plans might entail. At worst, it could even dictate the removal of members of the Board of Directors, which is quite instructive regarding the position of guardianship on this matter. In the present scenario of austerity, the guardianship began to exert tighter control over the fulfillment of the objectives set for each hospital unit. Thus, the planning process has become more rigorous and demanding, generating a much greater need for statistical data analysis and reporting. To do so, hospitals began to use monitoring tools to support highly complex strategic decision making. The current scenario is compelling, Hospitals E.P.E. live on a large political and social pressure and in conditions of financial unsustainability. Nevertheless, it appears that the hospitals using a strong monitoring strategic planning process can get better results.
