However, many companies face challenges in implementing structured systems that effectively integrate safety into daily routines and long-term strategy. This study explores the implementation of the Shingo Model as a structured framework for designing and embedding a sustainable occupational safety system. The primary objective is to analyse how the Shingo Model’s guiding principles can foster cultural transformation, strengthen safety behaviours, and promote continuous improvement. This research focuses on a case study conducted on a newly established production line within a Portuguese company specialised in fibre optic monitoring systems. Using an action-research methodology, the study combines qualitative and quantitative approaches, including pre- and post-intervention questionnaires, behavioural deployment exercises, and the use of Kamishibai cards to standardise safety routines. These tools were strategically aligned with the Shingo principles to enhance leadership involvement, communication, and employee engagement. The results show that integrating the Shingo Model contributed to increased employee participation, clearer safety roles, improved proactive risk identification, and a measurable evolution in the company’s safety culture. The study demonstrates how structured methodologies can move organisations beyond traditional compliance-driven approaches, embedding safety as a core organisational value. This research provides practical insights for companies seeking to align operational excellence with a resilient and sustainable safety culture.
