Face à necessidade de uma abordagem mais agregadora, optou-se por analisar o quadro das políticas culturais em Portugal e os seus programas, nomeadamente aqueles que, através da arte e da cultura, trabalham para a inclusão das comunidades. Por outro lado, sustentámos a hipótese de que a concretização de um projeto inclusivo de arte urbana poderia constituir um caminho para desconstruir estereótipos e promover um sentimento de pertença e valorização da comunidade do Bairro do Lagarteiro. Propõe-se, na etapa final desta investigação, o projeto Iniciativa Bairro Criativo, no âmbito do Cercar-te no Lagarteiro – E9G. Esta proposta surge na sequência de uma pesquisa inicial sobre os projetos atualmente em curso no bairro, tendo identificado o Cercar-te no Lagarteiro – E9G, como um projeto significativo, implementado pelo Espaço T. Foi possível acompanhar o projeto desde novembro de 2024 até ao presente momento, o que nos permitiu obter um conhecimento mais empírico das suas dinâmicas. A partir desse acompanhamento, surgiu a ideia de apresentar uma proposta a enquadrar no Cercar-te, tendo por principal objetivo a valorização do Bairro do Lagarteiro através da arte urbana. Ao encorajar a participação ativa da comunidade, pretendemos valorizar a comunidade local, assim construindo uma narrativa mais positiva e inclusiva do bairro. Com esta proposta espera-se transformar o espaço urbano num ambiente de convivência e expressão cultural e artística, estimulando o orgulho e o sentimento de pertença e identidade entre os moradores.This dissertation stems from a reflection on the potential of culture and art as instruments to empower and enhance the community of Bairro do Lagarteiro, focusing on the impact of cultural activities on social and community transformation. Faced with the need for a more inclusive approach, it was decided to analyse the framework of cultural policies in Portugal and their programmes, particularly those that, through art and culture, work towards the inclusion of communities. On the other hand, we supported the hypothesis that the implementation of an inclusive urban art project could represent a path to deconstruct stereotypes and promote a sense of belonging and community appreciation in Bairro do Lagarteiro. In the final stage of this research, the project Iniciativa Bairro Criativo is proposed, within the framework of Cercar-te no Lagarteiro – E9G. This proposal arises from an initial investigation into the projects currently underway in the neighbourhood, having identified Cercar-te no Lagarteiro – E9G as a significant initiative, implemented by Espaço T. It was possible to follow the project from November 2024 to the present moment, which allowed us to gain more empirical knowledge of its dynamics. From this follow-up emerged the idea of presenting a proposal to be integrated into Cercar-te, with the main goal of valuing the Bairro do Lagarteiro through urban art. By encouraging the active participation of the community, we aim to enhance the value of the local population, thus building a more positive and inclusive narrative of the neighbourhood.
