Partimos de um estudo de caso e a recolha de dados foi feita através de inquérito por entrevista semi-estruturada e inquérito por questionário. Os resultados mostram que i) este município está preparado para abraçar este novo desafio na área da educação, ii) os pontos fortes são o facto deste município ter integrado o Programa Aproximar Educação e a relação que existe com os agrupamentos, iii) o ponto fraco é escassez do pessoal não docente, a falta de formação e as verbas transferidas do ministério da educação para a autarquia ser desajustada à realidade. Parece haver muita vontade de demonstrar a força do poder local e a necessidade de se estar perto da realidade para poder agir de forma mais célere e adaptada.With this study, we intend to understand how decentralization in education was implemented in the municipality of Matosinhos and the improvement in the quality of the educational service provided was boosted. We started from a case study and the data collection was done through a semi-structured interview survey and a questionnaire survey. The results show that i) this municipality is prepared to embrace this new challenge in the area of education, ii) the strengths are the fact that this municipality has integrated the Approach Education Program and the relationship that exists with the groups, iii) the weak point is scarcity of non-teaching staff, lack of training and funds transferred from the ministry of education to the municipality to be misadjusted to reality.
